About this file
This document is an amendment to a solicitation for the storage and distribution of gasoline blendstock in the Northeast United States. The Department of Energy is seeking bids for a minimum of four years, consisting of a base year and three option years, to store up to 1 million barrels of reformulated blendstock for oxygenate blending or conventional blendstock for oxygenate blending in the New York Harbor and New England areas. Storage requirements include tanks holding a minimum of 100,000 barrels each, with increments of 50,000 barrels. Pricing must be proposed for the base year and each option year. The amendment removes the previous fourth option year and answers questions from industry, clarifying the new minimum contract term is four years to align with standard practices. Bids not meeting this duration will not be considered.

QUESTIONS & ANSWERS
1. Q: Will the DOE accept a bid on the Northeast SPR which is less than 5 years?
A: Based on input from members of industry and the current economic environment, DOE has decided that it would be mutually beneficial to return to a shorter contract term. DOE has determined that the previous contract standard of 4 years (base year plus 3 option years) will be the new term. Any bid that is less than this requirement will likely not be reviewed since it shall not meet the minimum standard that we are looking for.
