About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 4, is soliciting responses from contractors to staff Echocardiogram Technologist positions at the Corporal Michael J. Crescenz VA Medical Center in Philadelphia, Pennsylvania, with responses due by September 14, 2026. This is a sources-sought notice (36C24426Q0947) intended to market-test capabilities and inform acquisition strategy, not a formal solicitation.
The requirement calls for two Certified Registered Echocardiogram Technologists to provide onsite services in the Diagnostic Radiology Service supporting cardiology/medicine operations. The estimated period of performance is six months (13 pay periods) at 40 hours per week, with service delivery seven days per week including Federal Holidays, 7:30 a.m. to 4:00 p.m. EST Monday through Friday, plus on-call and callback services within six hours of notification for specified holidays.
Technologists must hold current ARRT(T) certification and demonstrate acute echocardiogram radiologic workload experience of at least 20 hours per week for eight months within the past two years. Additional requirements include BLS/ACLS certification, negative PPD testing, rubella immunization proof, COVID-19 vaccination, and successful completion of VA credentialing and privileging per VHA Handbook 1100.19 prior to service delivery. Background investigation at NACI level is required at contractor expense ($381.00). Personnel substitutions are restricted during the first 90 days except for illness, death, or employment termination; permanent substitutions thereafter require 15 calendar days' notice with comparable qualifications.
Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB) firms are preferred and must include proof of SBA VetCert certification with responses. All capable contractors are welcome to respond. Interested firms should submit a brief statement of interest and capabilities addressing the attached draft Performance Work Statement to Contract Specialist Jami Cade at jami.cade@va.gov.
