About this opportunity

The U.S. Government, through the Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis, seeks to procure the renewal of digital subscriptions for EBSCO Online Journals for the United States Military Academy Library. This is a source sought notice intended to gauge small business interest and capability in providing these database services, classified under NAICS code 513210 (Software Publishers) and PSC code 7H20 (IT and Telecom - Platform Products). The primary objective is to determine whether at least two qualified small businesses can respond with sufficient information to support a small business set-aside determination. The Government emphasizes that small businesses from all socioeconomic categories—including 8(a) Business Development Program firms, Small Disadvantaged Businesses, Historically Underutilized Business Zone concerns, Service-Disabled Veteran-Owned businesses, and Women-Owned Small Businesses—are encouraged to demonstrate their capabilities at fair market pricing. The deadline for responding to this source sought notice is January 23, 2026, which represents a critical window for interested parties to submit information supporting their qualifications.

This procurement is designated as a Total Small Business set-aside, contingent upon receipt of qualifying responses from at least two small business concerns. The source sought notice does not specify an incumbent contractor or contract value; however, the size standard for the Software Publishers NAICS category is $47.0 million. It is important to note that this notice is informational only and does not constitute a formal solicitation such as an RFQ, IFB, or RFP. The Government is not currently accepting quotes, bids, or proposals and will not reimburse any administrative costs incurred in response to this notice. If a formal solicitation is subsequently released, it will be posted on the Governmentwide Point of Entry, and interested parties are responsible for monitoring that platform for updates and additional procurement details.
