About this opportunity
The Air Force Life Cycle Management Center (AFLCMC) at Wright-Patterson Air Force Base, Ohio intends to solicit an Electron Beam Induced Current (EBIC) System for the Air Force Institute of Technology and anticipates a total small business set-aside; responses to this sources sought are due by June 25, 2026.
This is market research only and does not constitute a request for proposals. The EBIC detector system must integrate with AFIT's existing Zeiss Crossbeam 350 Scanning Electron Microscope to enable advanced internal materials characterization for Master's and doctorate-level research, 10-week EENG courses, and 18–36 month MS/PhD programs. Place of performance is the AFIT Cleanroom laboratory at Wright-Patterson AFB, Ohio.
Required deliverables include full hardware integration with vacuum feedthrough flange and in-chamber cabling; a preamplifier with current measurement sensitivity of 10 picoamperes or better; an EBIC amplifier with adjustable gain (10³ to 10⁹ V/A) and minimum 1 kHz bandwidth; spatial resolution of 50 nanometers or better on test samples; a micro-manipulator or nanoprobing solution for sub-micron electrical contacts; Windows 10-compatible control software with perpetual licenses; synchronization with the SEM's scan generator for simultaneous secondary electron imaging and EBIC mapping at 2048×1536 pixel resolution; and standalone operation without external network connectivity. The system must operate on standard 120V AC power and integrate into the existing cleanroom facility without requiring a concrete floor pad.
The Air Force has not finalized acquisition strategy but is considering the small business set-aside if sufficient demonstrated interest and capability exist. Respondents should submit capabilities packages demonstrating technical compliance to TSgt Adam Holden (adam.holden.1@us.af.mil) or Ms. Jessica Stamper (jessica.stamper.2@us.af.mil). Small business respondents must address the 50% performance requirement under FAR 52.219-14, including teaming arrangements and anticipated subcontracting percentages.
