About this opportunity
The Bureau of Reclamation is conducting market research to identify qualified contractors for a design-build replacement of an existing sewage lift station within the Elephant Butte Historic District, with capability statements due July 28, 2026. Small business set-aside determination will be made based on responses received. This Sources Sought Notice does not constitute a solicitation or commitment to award.
Place of performance is the Elephant Butte Historic District, a federally managed area containing known and potentially significant cultural resources. The contractor assumes full responsibility for design, engineering, furnishing, installation, testing, startup, and commissioning of a fully operational duplex sewage lift station system. Scope includes complete replacement of aging infrastructure—steel wet-well tank, reinforced concrete foundation and top slab, duplex pumping arrangement, 480-volt three-phase electrical service, controls, piping, and valves—as well as field verification, temporary bypass pumping to maintain wastewater service during construction, removal and disposal of existing equipment, excavation and dewatering, utility connections, site restoration, and commissioning with training documentation.
Technical requirements include safe and reliable wastewater conveyance via automated duplex operation with one duty pump and one standby pump, automatic pump alternation, high-level alarm functionality, and long-term maintainability and corrosion resistance. Work must comply with federal, state, and local regulations; OSHA; the National Electrical Code; wastewater industry standards; the National Historic Preservation Act; and the Archeological Resources Protection Act. The contractor is responsible for archaeological monitoring during ground-disturbing activities and cultural resource coordination.
NAICS code 237110 applies with a small business size standard of $45.0 million. PSC is C1ND. Interested firms should submit capability statements addressing company information, business size and socioeconomic status, relevant design-build and sewage lift station experience, work in historic or culturally sensitive sites, 480-volt three-phase electrical systems, temporary bypass pumping, bonding capacity, and up to three similar recent projects.
