About this file

This is a Statement of Objectives (SOO) for a Design-Build contract to replace an existing sewage lift station in the Elephant Butte Historic District, managed by the Bureau of Reclamation. The project requires complete replacement of aging lift station infrastructure, including the steel wet-well tank, reinforced concrete foundation and top slab, duplex pumping arrangement, access hatch system, piping, valves, controls, and 480-volt, 3-phase electrical service. The contractor assumes full responsibility for design, engineering, furnishing, installation, testing, startup, commissioning, and turnover of a fully operational system. The Government provides only performance requirements and site information; the contractor is responsible for design adequacy, constructability, coordination, means and methods, and compliance with applicable codes and standards regardless of Government review activities.

The completed lift station must safely and reliably convey existing wastewater flows as a fully automated duplex system with one duty pump and one standby pump, automatic pump alternation, high-level alarm functionality, safe operator access, and long-term maintainability and corrosion resistance. Scope includes design and engineering services, field verification, temporary bypass pumping to maintain wastewater service during construction, removal and disposal of existing equipment, excavation and dewatering, structural foundation work, electrical and controls replacement, utility connections, site restoration, startup and commissioning, and cultural resource protection and coordination. The contractor must provide design submittals including conceptual design packages, structural and electrical calculations, pump selection data, temporary bypass plans, construction sequencing, and shop drawings, as well as construction deliverables including testing documentation, operations manuals, training documentation, and as-built drawings. All work must comply with federal, state, and local regulations, OSHA requirements, the National Electrical Code, wastewater industry standards, the National Historic Preservation Act, and the Archeological Resources Protection Act. The contractor is responsible for archaeological monitoring during ground-disturbing activities and must coordinate with Government-designated cultural resource personnel due to the site's location within a federally managed historic district containing known and potentially significant cultural resources.
