About this opportunity

The Naval Supply Systems Command seeks replacement and maintenance services for one Eaton Uninterruptible Power Supply unit at the United States Naval Observatory in Washington, DC, with quotes due July 9, 2026 at 2:00 PM. The procurement is restricted to women-owned small business concerns and limited to authorized resellers and distributors of Eaton Corporation under FAR Subpart 12.6 commercial items procedures. This dual restriction forecloses competition outside the WOSB/Eaton reseller pool.

Place of performance is the United States Naval Observatory, Washington, DC. The requirement spans a five-year base contract period from July 20, 2026 through July 19, 2031. Phase I covers replacement of an existing Eaton Model 9390-100-120 UPS (reaching end of service life January 1, 2027) with a new Eaton 93PM model 208V UPS (60kW frame, 40kW rated), including deinstallation, installation, factory witness testing, arc flash hazard analysis, and 12 months manufacturer warranty. Phase II includes three years of extended warranty coverage with 4-hour response times and annual preventive maintenance visits, plus optional line items for battery and capacitor replacement available during the contract term. The NAICS code is 335999 and the PSC is J030. All pricing is firm fixed price. Contractor employees must obtain Common Access Cards and complete background investigations for facility access. Evaluation criteria weigh technical approach (timeline compliance, qualified personnel, deliverables conformance) and price, with award to the vendor providing best value. Quotes must be submitted electronically to the contracting officer, Jordan Walton, at jordan.l.walton.civ@us.navy.mil.
