About this file
This is a Request for Quote (RFQ) for Uninterruptible Power Supply (UPS) Unit Maintenance and replacement services to be provided to the U.S. Naval Observatory (USNO) in Washington, DC.
The solicitation (N0018926QL2060002) is designated for Women-Owned Small Business (WOSB) concerns and was issued on 22 June 2026 with quotes due by 06 July 2026 at 12:00 PM. The primary requirement involves replacing an aging Eaton UPS Model #9390-100-120 that will reach End of Service Life on January 1, 2027, with a new Eaton 93PM model 208V UPS system. The base contract covers a five-year period (20 July 2026 – 19 July 2031) comprising: Phase I replacement and installation activities (including equipment procurement, installation labor, factory witness testing, and arc flash hazard analysis); and Phase II extended warranty maintenance spanning three years following the initial one-year manufacturer warranty. The contract includes five line items (0001-0004 base items plus optional CLINs 1001-1006) with firm fixed-price arrangements. Pricing evaluation criteria include technical capability (with preference for authorized Eaton reseller/distributor credentials) and overall cost reasonableness. The contract incorporates FAR Part 12 commercial items clauses, DFARS requirements, and special Navy security provisions requiring contractor employees to obtain Common Access Cards and complete background investigations for facility access. All work will be performed at USNO's Washington, DC facility. The Contracting Officer is Jordan Walton (jordan.l.walton.civ@us.navy.mil, 771-229-3514), and quotes must be submitted electronically to this email address.

Continuation of Description
Statement of Work
Uninterruptible Power Supply (UPS) Unit Maintenance
BACKGROUND
Under Chairman of the Joint Chiefs of Staff Instruction (CJCSI) 6130.01, the U. S. Naval Observatory (USNO) is directed to supply the Master Clock (MC) for the DoD at a level that meets or exceeds mission requirements.
The U. S. Naval Observatory (USNO) serves as the official source of time for the U. S. Department of Defense and a standard of time derived from the USNO Master Clock for the entire United States. Network Time Protocol (NTP) servers, web-based time synchronization, GPS timing products and services, Two-Way Satellite Time Transfer, and Astrometry / Geodetic calculations originate at the USNO. USNO is seeking qualified Eaton replacement and maintenance support for one (1) very large Eaton Uninterruptible Power Supply (UPS) unit that provides backup power at the USNO.
SCOPE
Consistent power during all possible external forcing functions is vital to keeping the clocks, measurement systems, and management computers operational. USNO intends to replace UPS system Model #9390-100-120, Serial #EY194CAA06, which will become End of Service Life (EOSL) on January 1, 2027.
The scope of this work includes providing all materials for the deinstallation of the old system, installation of the new, and removal of the old system from USNO, applying any buyback program credits where available.
Deliverables upon completion include producing complete sets of design documents, as-built drawings, user manuals, and initial end user training for the new unit.
The scope of this contract will also include warranty coverage on parts for at least one (1) year from start-up, following by a period of extended warranty service coverage of three (3) years. Thus the contract will be for five (5) total years - Installation, then 1 year of Warranty Coverage, then 3 years of extended Warranty Coverage.

The first year after installation will be covered by the warranty, but the contract will include an extended warranty maintenance period of 3 additional years of maintenance. Each year will include:
Provide covered repairs under warranty above: 4-hour response time (Year 1 after installation [Year 2 of overall contract]), no additional cost.
Provide Warranty repair: 4-hour response time (Years 2-4 after installation [Years 3-5 of overall contract]) under Extended Warranty Plan to be purchased.
Provide annual preventive maintenance to include at a minimum:
At least 1 on-site visit per contract year to perform UPS Preventive Maintenance for a field technician to come onsite annually and inspect, test, calibrate and upgrade any critical power equipment components, while ensuring factory-specified performance At least 1 on-site visit per contract year to perform sealed battery preventive maintenance and on-site inspection as specified by the Eaton manufacturer.

When possible, additional break/fix services will be quoted separately and may be handled under a Government Purchase Card (GPC) provided they fall under the micropurchase threshold.
As an additional option, available to be used as needed over the 5-year contract term:
Include OPTION for 1 full battery replacement of the below parts, including all delivery and disposal costs and warranties, as batteries may need replacing over the term of the contract. The battery replacement should be a separate CLIN able to be used anytime within the 5-year life of the contract.

REPORTS TO USNO:
Contractor shall provide complete sets of design documents, as-built drawings, user manuals, initial end user service maintenance reports to the USNO Technical Point of Contact (POC) listed training for the new unit, and below. These reports shall include progress made for each preventive maintenance visit, a summary of any problems or areas of concern for which government assistance or guidance is desired, a description of work planned for the following month, and a statement of any anticipated deviation in the contractor's planned effort to achieve contract objectives.
Dissemination control of output products such as documents: The output products of the report shall be considered "DISTRIBUTION D: DOD AND DOD CONTRACTORS ONLY," and shall not be further disseminated without written permission of USNO.
Contractor shall comply with all relevant USNO, Navy, DoD dissemination, security and information assurance rules.
Acceptance and Quality Assurance
The contractor shall present final reports to the USNO technical lead for acceptance. The USNO technical lead shall address any issues that may arise during the execution of this contract.
An option to extend for the continuance of services may be provided upon completion of the base period. The scope of work to be completed during the option period is dependent on the current status of the project at the end of the base period, however, as the schedule for completion of the project is a collaborative effort with the Government.
As noted above, CLINs will be executed for as long as maintenance is needed over the period above. Some CLINs may not be executed.
Requirements The proposed acquisition is for the purchase of services to replacement and maintenance support for one (1) very large Eaton Uninterruptible Power Supply (UPS) unit that provides backup power at the United States Naval Observatory. The UPS Model #9390-100-120 will reach EOSL on January 1, 2027, so itis imperative that a replacement be purchased, installed, and tested before that date. Additionally, once installed, the UPS must be maintained by Qualified Eaton Technicians.
