About this opportunity

The National Oceanic and Atmospheric Administration (NOAA), through its National Weather Service Radar Operations Center in Norman, Oklahoma, is conducting market research to procure an indefinite delivery, indefinite quantity (IDIQ) contract for replacement of the Transition Power Source (TPS) for the agency's 158 Next Generation Weather Radars (NEXRAD) across the country. The primary goods being sought are Eaton 93PM 50KW uninterruptible power supplies (UPS) units along with associated battery cabinets and installation services to replace obsolete power conditioning equipment that is no longer manufactured. The current TPS, which is approximately 20 years old, is critical for supplying clean, conditioned power to NEXRAD equipment and maintaining operations during utility power fluctuations, surges, brownouts, and outages. Key requirements include a 15-year life cycle for the replacement systems, three-phase 208VAC power capability with online double conversion functionality, removal and proper disposal of existing UPS units, professional installation following detailed specifications, system commissioning by an Eaton Customer Service Engineer, and configuration of alarm and relay signals. This Sources Sought notice was posted on November 4, 2025, with responses due by November 28, 2025, and no solicitation document currently exists; the Government retains the right not to issue a solicitation or make any procurement based on responses received.

This procurement carries no set-aside designation and represents market research only, meaning responses cannot be accepted as formal offers and the Government incurs no obligation to procure or compensate for submitted information. The incumbent contractor information is not disclosed in this pre-solicitation notice. No specific award value or budget range has been announced in this Sources Sought notice; however, the scope involves replacing equipment across 158 NEXRAD sites nationwide with a 15-year lifecycle requirement, suggesting a substantial procurement. The contract will encompass two primary contract line items (CLINs): CLIN 0001 for an Eaton 93M UPS configuration and CLIN 0002 for an Eaton 93PM UPS with MBM sidecar configuration, indicating multiple variants may be required across different NEXRAD installations. Interested vendors should mark any proprietary information clearly in their responses and should prepare to demonstrate capabilities in UPS manufacturing, power conditioning systems, and nationwide installation and commissioning services.

The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), and Radar Operations Center (ROC), located in Norman, OK is conducting market research seeking information regarding capabilities for an indefinite delivery, indefinite quantity contact (IDIQ) to replace the Transition Power Source (TPS) for the NEXRAD due to obsolescence.

NOAA operates 158 Next Generation Weather Radars (NEXRAD) across the country. These radars depend on electrical power to operate. The electrical power generally comes from the commercial power grid. The power grid is susceptible to power fluctuations due to a variety of factors including weather and other customers. The current TPS is a four wire, three phase, dual conversion, and 50KVA uninterruptible power supply that supplies clean power to the WSR-88D NEXRAD radar. The TPS also supplies the power to the radar while transitioning between utility and generator power during a power outage.  The TPS also conditions power to prevent damaging NEXRAD equipment during power surges and brownouts. The TPS is composed of three different parts: the UPS, the battery cabinet, and the maintenance bypass switch. The NEXRAD has two different versions of the TPS. One version has a maintenance bypass switch on the wall and the other has the maintenance bypass switch as a “side car” attached to the UPS. The current TPS uses a Supervisory Contact Module (SCM) that interfaces the UPS to the building alarms. These alarms include hydrogen detection, 80 degree Fahrenheit, and a 90 degree Fahrenheit temperature signal.

The NWS is seeking vendor capabilities for a potential 5 year IDIQ that would involve replacing and installing TPS at approximately 158 sites.
