About this file
This Statement of Need (SON) details a requirement by the National Oceanic and Atmospheric Administration's (NOAA) National Weather Service to replace the Transition Power Source (TPS) for 158 Next Generation Weather Radars (NEXRAD) across the country. The current TPS, which is 20 years old and no longer manufactured, needs replacement to ensure continuous radar operation during power fluctuations, storms, and outages. The solicitation calls for two primary contract line items (CLINs):
CLIN 0001 requires an Eaton 93M UPS with sidecar and battery cabinet, and CLIN 0002 requires an Eaton 93PM UPS with MBM sidecar and battery cabinet. Key requirements include a 15-year life cycle, ability to receive and supply three-phase 208VAC power, online double conversion capability, and specific mechanical and installation specifications. The contractor must remove and dispose of existing UPS units, install new units following detailed instructions, connect communication cables, and have an Eaton Customer Service Engineer commission the system before power is applied. The installation process involves precise steps for removing old equipment, transporting and positioning new units, connecting power and communication cables, and ensuring all alarm and relay signals are correctly configured.

STATEMENT OF NEED (SON)
Transition Power Source for the NEXRAD Weather Radar
Background The National Oceanic and Atmospheric Administration’s (NOAA) National Weather Service (NWS) operates 158 Next Generation Weather Radars (NEXRAD) across the country. These radars depend on electrical power to operate. The electrical power generally comes from the commercial power grid. The power grid is susceptible to power fluctuations due to a variety of factors including weather and other customers. The current Transition Power Source (TPS) is a four wire, three phase, dual conversion, and 50KVA uninterruptible power supply that supplies clean power to the WSR-88D NEXRAD radar. The TPS also supplies the power to the radar while transitioning between utility and generator power during a power outage. The TPS also conditions power to prevent damaging NEXRAD equipment during power surges and brownouts. The TPS is composed of three different parts: the UPS, the battery cabinet, and the maintenance bypass switch. The NEXRAD has two different versions of the TPS. One version has a maintenance bypass switch on the wall and the other has the maintenance bypass switch as a “side car” attached to the UPS. The current TPS uses a Supervisory Contact Module (SCM) that interfaces the UPS to the building alarms. These alarms include hydrogen detection, 80 degree Fahrenheit, and a 90 degree Fahrenheit temperature signal.
Discussion The Transition Power Source (TPS) for the NEXRAD needs to be replaced due to obsolescence. The current TPS is 20 years old and is no longer manufactured, sold, or maintained by the original manufacturer. A replacement for the TPS is needed in order to keep the NEXRAD operational during storms, power surges and outages.
