About this opportunity
The United States Air Force, through the Air Education and Training Command, is soliciting proposals for the replacement of end-of-life batteries and capacitors for an Eaton 9390 Uninterruptible Power Supply (UPS) system located in Building 237 at Sheppard Air Force Base, Texas. The modernization project requires installation of a new, optimized Eaton battery configuration that reduces the total number of batteries while maintaining the capability to support a 30 kilowatt-amperes (KVA) critical load for a minimum of two hours, as well as replacement of all aged capacitors to restore the system to original factory specifications. All components must be new Eaton hardware, and all work must be performed by an Eaton-certified technician, with contractors responsible for safe removal and disposal of existing batteries in compliance with federal, state, and local environmental regulations, as well as full system testing under simulated power-loss conditions. The Government will award to the responsible offeror whose conforming offer is most advantageous considering price and other factors. Critical deadlines include April 13, 2026 (COB) for base access coordination emails, April 15, 2026 at 9:30 a.m. CST for the mandatory site visit at Sheppard AFB Visitor Center, April 17, 2026 at 1:00 p.m. CST for submission of technical questions, and April 25, 2026 at 4:30 p.m. CST for submission of quotes with a required 90-day validity period.
This solicitation is designated as a Total Small Business set-aside under NAICS 811210 (Electronic and Precision Equipment Repair and Maintenance) with a $34 million size standard. No incumbent contractor is identified in the notice. While a specific contract award value is not stated in the solicitation, the project scope and modernization nature suggest a significant investment in UPS system upgrades. The work must be completed at Sheppard Air Force Base, Wichita Falls, Texas, and includes a mandatory site visit scheduled for April 15, 2026 to verify field conditions and take precise measurements to ensure compatibility with existing infrastructure. Prospective vendors must coordinate base access and submit all inquiries and proposals to the government points of contact identified in the solicitation, with quotes remaining valid for ninety days along with a detailed Statement of Work describing the modernization solution.
