About this file

This is a Brand Name Requirement Justification memorandum from the Department of the Air Force, Air Education and Training Command, dated February 23, 2026.

The 82 Communications Squadron seeks to enhance the reliability and efficiency of an Uninterruptible Power Supply (UPS) system located in Building 237 by replacing end-of-life batteries and capacitors for the Eaton 9390 UPS model. The primary objective is to mitigate the risk of unexpected system failure. Market research conducted in accordance with FAR Part 10 supports the requirement as a commercial acquisition with adequate competition available through multiple vendors who supply Eaton products. Although the requirement is limited to the Eaton brand, the Government anticipates fair and reasonable pricing due to multiple vendors in the market. The justification cites equipment continuity and maintenance as the rationale for specifying the Eaton model, noting that alternative brands would require costly additional equipment replacement or create incompatibility risks with existing equipment. The document specifies that no restrictions apply to which vendor supplies the hardware as long as they are an Eaton-approved partner, with the sole requirement that hardware be new Eaton equipment, not reconditioned or from the grey market. The memorandum has been approved by the Contracting Officer and the Chief of the Base/Specialized Acquisition Team, both of whom certified the justification as accurate and complete.

DEPARTMENT OF THE AIR FORCE

AIR EDUCATION AND TRAINING COMMAND

MEMORADUMFOR82CONS~GCA

FROM: 82 CS/CC

23 February 2026

SUBJECT: Brand Name Requirement Justification

1. Description of the Supplies/Services: The primary objective of this is to enhance the reliability and efficiency of the Uninterruptible Power Supply (UPS) system located in Building

237. This will be achieved by replacing the end-of-life batteries and capacitors for the Eaton 9390 UPS to mitigate the risk of an unexpected system failure.

2. Efforts to Obtain Competition: The Government anticipates adequate competition. There are multiple vendors in the market that can provide Eaton products.

3. Market Research: Market research was conducted in accordance with FAR Part 10. Market research supports that this requirement can be satisfied through the commercial industry.

Although competition has been limited to the brand name Eaton only, market research supports adequate competition that will support a fair and reasonable price to the Government. To ensure continuity for equipment and maintenance, we are requesting specific Eaton model UPS based on the current equipment already in place.

4. Other Factors: There are no other substitutes or equivalent items that could meet mission requirements. If another brand were considered it would require costly additional equipment replacement or risk of incompatibility for existing equipment.

5. A Statement Of The Actions, If Any, The Agency May Take To Remove Or Overcome Any Barriers To Competition Before Making Subsequent Acquisitions For The Supplies Or Services Required. We have no restrictions of which vendor is used to supply the hardware as long as they are Eaton approved partner. Our only requirement is that it is new Eaton hardware and not reconditioned or from a grey market.
