About this opportunity

The Department of the Interior Bureau of Land Management National Office seeks off-range corral holding and support services for wild horses and burros in Region 4 (Minnesota, Wisconsin, Michigan), with proposals due June 12, 2026 at 5:00 PM Eastern Time. Animals must be maintained at Henneke body condition scores 5–7 using good or premium quality hay at 2–3 percent of body weight daily. Contractors must demonstrate minimum 7.5 years of land control, vehicular access during inclement weather, employ a Farm Project Manager with minimum three years of livestock experience and no animal cruelty convictions, and carry Workers' Compensation (statutory with Employer's Liability $100,000), Commercial General Liability ($500,000 per occurrence), and Automobile Liability ($200,000 per person/$500,000 per occurrence/$20,000 property damage). The BLM funds no infrastructure, maintenance, capital costs, land acquisition, or equipment; contractors bear all facility establishment and operational costs within proposed unit prices.

Pricing is firm fixed price per line item: CLIN 0001 (per-horse, per-day care); CLIN 0002 (veterinary services not to exceed $350 per animal per year); CLIN 0003 (hoof trimming, estimated 50 animals annually, 2–3 times per year); CLIN 0004 (carcass removal, estimated 3 per year). The minimum order guarantee is $10,000. Evaluation uses a two-phase approach: Phase One assesses facility and land control (acceptable/unacceptable); Phase Two evaluates technical capability, past performance, small business participation (minimum 42% overall with sub-goals for SDBs, WOSBs, SDVOSBs, HUBZone, and ISBEE), and price. NAICS 115210; PSC F016. Past performance references must submit questionnaires by May 29, 2026 at 1:00 PM Mountain Daylight Time to lturner@ios.doi.gov.
