Amendment to RFP 140L0126R0004 for Wild Horse and Burro Off-Range Corral Services

This is Amendment 0005 to Request for Proposal (RFP) 140L0126R0004, issued by the Bureau of Land Management (BLM) for off-range corral (ORC) services supporting the Wild Horse and Burro Program in Region 4 (Minnesota, Wisconsin, Michigan). The amendment, effective March 27, 2026, revises the price schedule to reflect updated Contract Line Item (CLIN) structure with unit-price-only bidding, adds insurance requirements to Section H, provides responses to vendor questions from the solicitation period, and extends the proposal due date to June 12, 2026 at 5:00 PM Eastern Time (from May 29, 2026). This is a firm-fixed-price contract with a five-year performance period. Offerors must acknowledge receipt of this amendment prior to proposal submission by completing Standard Form 30 blocks 15A, 15B, and 15C or by separate written acknowledgment.

The solicitation requires contractors to propose a single maximum facility capacity between 120 and 400 wild horses and burros (WHBs), representing the highest number of animals the facility can reliably support at any one time. Four CLINs structure the pricing: CLIN 0001 (per-horse, per-day care at a firm-fixed rate covering feed, forage, water, labor, shelter, and overhead); CLIN 0002 (veterinary services not to exceed $350 per animal per year, including blood draws, EIA tests, vaccinations, and emergency medical treatment); CLIN 0003 (hoof trimming and farrier services estimated at 50 animals per year, 2–3 times annually); and CLIN 0004 (carcass removal and disposal estimated at 3 animals per year). Contractors must maintain minimum insurance coverage including workers' compensation, commercial general liability ($500,000 bodily injury per occurrence), and automobile liability ($200,000 per person, $500,000 per occurrence). The Government provides no funding for land preparation, construction, facility improvements, or infrastructure; contractors must cover all such costs within proposed unit prices and maintain legal control of facilities for the entire performance period. Proposals must be submitted to lturner@ios.doi.gov by the deadline. The document includes extensive vendor Q&A clarifying that facilities need not be pre-established, that training is not required, that contractors select their own veterinarians, and that animal turnover and stay duration vary based on adoption events and program priorities.

C. ANSWERS TO VENDOR QUESTIONS

Questions- Answers

Minimum # listed as 120 horses at a facility ,If horses are prepared for adoption/sale would that be a separate task order (handling /training services) and if so would the number of animals to be handled /trained in any given time frame be reduced (120). Would a smaller facility operation that might focus only on handling /training horses be eligible or would it be a separate task order if such services would be required ?

We're looking for corral facilities that can care for ungentled animals. So I would recommend if somebody has a smaller facility or is interested in training and gentling animals to look at our partnership with Forever Branded.

Is 400 the max award? If there is a single facility with larger capacity will the BLM ever look at putting more in one location?

400, that would be the maximum number we'd be looking at on site, but obviously that would fluctuate as we have events at the location and have loads coming and going to other events.

Would there be continuous care of 120-400 horses at an ORC or do you foresee any period of times when the ORC would not have any horses onsite?

Animal numbers will fluctuate and there could be times where the number of animals on site is less than 120.

Being a contractor, what funding opportunities are available? In other words, is there any kind of reimbursement offered to contractors?

This requirement is a firm‑fixed‑price (FFP) contract. The Government pays only the unit prices associated with each CLIN in the bid schedule. The Government does not reimburse or separately fund any costs related to land preparation, construction, installation, renovation, or improvement of facilities.

Contractors are responsible for ensuring their facility meets all requirements in the Statement of Work. Any costs associated with infrastructure, capital improvements, equipment, or facility development must be included in the Contractor’s proposed unit prices for the applicable CLIN(s). No additional reimbursement will be provided.

The numbers of the minimum of 120-400 was said to be annually in the slide show, however can you please clarify is this in fact at one given time? You have to accommodate 120- 400 equines at one given time?

You would need a facility that could hold a minimum of 120 up to a maximum of 400 animals at one time. But then the specific animals would fluctuate as we have placement events and different loads of animals coming and going to different events.

Offerors are not required to propose 400 WHBs. Offerors shall propose only a single maximum capacity number—between 120 and 400 WHBs—that represents the highest number of animals their facility can reliably support at any one time. This capacity number is submitted as part of the technical proposal and is not included in the pricing schedule.

Just to clarify then, basically private contractor opportunity relies solely on the contractor to provide out of pocket to maintain these animals at a time? There is no financial benefit or income for this opportunity? Or is there a percent received from adoptions/sales?

This requirement is a firm‑fixed‑price (FFP) contract. The Government pays only the unit prices associated with each CLIN in the bid schedule. The Government does not reimburse or separately fund any costs related to land preparation, construction, installation, renovation, or improvement of facilities.

Contractors are responsible for ensuring their facility meets all requirements in the Statement of Work. Any costs associated with infrastructure, capital improvements, equipment, or facility development must be included in the Contractor’s proposed unit prices for the applicable CLIN(s). No additional reimbursement will be provided.

What resources are then available for funding to purchase all of the necessary equipment to facilitate as a off range corral?

This requirement is a firm‑fixed‑price (FFP) contract. The Government pays only the unit prices associated with each CLIN in the bid schedule. The Government does not reimburse or separately fund any costs related to land preparation, construction, installation, renovation, or improvement of facilities.

Contractors are responsible for ensuring their facility meets all requirements in the Statement of Work. Any costs associated with infrastructure, capital improvements, additional reimbursement will be provided.

Is there a time frame to expand existing corral if a contract is awarded?

Yes, if you are selected as a vendor we would verify that you have all the elements required in the contract prior to transporting animals to your location.

Thank you for clarifying on the solicitation needing to include cost et. I was terribly confused! So should the proposal be for the inclusion of equipment, facility layout, cost for the animals annually?

This requirement is a firm‑fixed‑price (FFP) contract. The Government pays only the unit prices associated with each CLIN in the bid schedule. The Government does not reimburse or separately fund any costs related to land preparation, construction, installation, renovation, or improvement of facilities.

Contractors are responsible for ensuring their facility meets all requirements in the Statement of Work. Any costs associated with infrastructure, capital improvements, equipment, or facility development must be included in the Contractor’s proposed unit prices for the applicable CLIN(s). No additional reimbursement will be provided.

so to be clear , the offeror cannot put into his /her pricing mechansim the cost of estbalishing the necessary corral infrastructure , the offeror must already have such infrastructure in place

You do not need to have an infrastructure in place.

Would there be additional funding if the mustang has an emergency issue requiring unforseen medical care?

The way these solicitations specifically work, we look at offering up to $350.00 per year per animal to cover all of our required vet costs and then any potential emergencies.

How are you suppose to estimate vet bills?

Such as if there is a colic would we do colic surgery if needed or put down?

We have a specific instruction memorandum which is our policy guiding all of our animal health care and that is included in Section 8 of the solicitation.

You would want to refer to that because it talks about the different euthanasia criteria and how we would look at treating those animals as well.

To clarify numbers -- is the intention for a facility to hold 120-400 horses total per year?

Or is it 120-400 held at any given point in time? E.g., there would always roughly be120 horses minimum vs. 120 total throughout the year.

I understand it can fluctuate in with shipping, etc., but I wanted to confirm after seeing it a few different ways.

Will government shut downs affect payments and what are payment terms?

Payments may be temporarily delayed during any Government shutdown (lapse in appropriations), because payment offices generally cannot disburse funds under the Antideficiency Act. Upon restoration of appropriations, the Government will resume payment processing. If payment occurs after the due date set by FAR 52.232‑25, applicable Prompt Payment Act interest will be paid automatically.

For vaccinations and hoof care how would you factore in the cost of a padded hydrolic tilt chute?’

The hydraulic squeeze chute would be provided and you will see that information in Section 6.0, Government Furnished Property, of the solicitations.

If we are not able to become a contractor at this time but are able to in the near future, will there be another opportunity?

There's a lot of variables in when we're able to open these types of solicitations, so I would recommend you check SAM.gov to see what contracts we do have available, and then we also have a funding opportunities site on our BLM.gov website.

Webinar Questions-Verbal Q&A I'm in Florida, so I was wondering, will facilities look into the prisons like they did in Colorado or in Hutchinson?

I know some of those programs have shut down out West. Are the BLM interested in opening up facilities in the east at facilities like that?

Right now we don't have any information specifically regarding a prison solicitation.

Can Krystal reiterate what she said about the hydraulic chute? Would we be having adoption events. So if we have adoption

The hydraulic squeeze chute would be provided and you will see that information in events, are we going to have a dedicated BLM staff member to do it?

We'll be doing it virtually, I suppose.

Or will they be coming in?

Section 6.0, Government Furnished Property, of the solicitations.

The expectation is that these facilities would have on site events. We could also be offering animals on the Online Corral.

They may serve as rest stops for loads headed to other placement events.

All those details we would probably wind up coordinating when we're working on our event schedule

I just saw quickly on the slide show of like the areas that you're looking for and I did not see North Carolina.

Was that not one of them?

Yes, it's in region 1.

So if you have a bulk sale program, if you're in that, can you have both contracts at the same time?

I think that you would be able to as long as you're able to meet the specifics on the facility space and the feed and care with the contract.

So you would have to have a dedicated space for the contracted animals outside of any animals you're purchasing.

I was just going back to the question about the the payment structure, how often would would payments come in and what would that look like?

Payment terms follow FAR 52.232‑25, Prompt Payment. The Government makes payment within 30 days after receiving a proper invoice and accepting services.

Payments are made by EFT. If payment is late, the Government automatically pays Prompt Payment Act interest.

Webinar Questions-Submitted at Registration What is the minimum property size? Please review the Statement of Work in

Section C of the solicitation.

I just have general questions about facility requirements, required management practices, funding and any other rules associated with housing blm horses.

Please review the Statement of Work in Section C of the solicitation.

"Do you need to have established facilities before applying? If not, and someone has land with nothing established, is there funding that will help towards building facilities/corrals?

Is there a minimum number of acres required, to be considered? "

You do not need to have an infrastructure in place.

No additional reimbursement will be provided.

Reading through the solicitation it states good quality hay as 18-20% crude protein. And that it’s required to feed good/ excellent quality.

No hay grown in NY meets this criteria. Is this accurate? Most grass hay in NY is 10- 12% if it’s great hay. Alfalfa is very rare and even imported from our west at $27 a bale averages 16% crude protein.

We do require good quality hay (as defined by the USDA Hay Quality Designation Guidelines) for our contracted facilities to meet the nutritional needs of the animals.

Interested as I know people in Maine and North Carolina that are interested.

Select the solicitation for Region 1 for North Carolina Select the solicitation for Region 5 for Maine is there a possibility of smaller property requirements, say 15-20 acre parcels, taking smaller groups of horses possible?

We are looking for corral facilities with the capacity to hold a minimum of 120 animals at this time. Smaller facilities could engage with our Forever Branded partnership.

I'm interested in facilitating mustangs on a larger scale, however I'd like to be an adoption center/pick-up location. I'm concerned about where I read that this proposal is geared towards 400-500 animals.

What about under 100? Then of course the details of expenses, provision from BLM, etc?

We are looking for corral facilities with the capacity to hold a minimum of 120 animals at this time. Smaller facilities could engage with our Forever Branded partnership.

How much land is required I have 27 acres, and do you get help with fencing?

"Hoping to find out more on how my facilty will be able to work with this program. Have already worked with apex for the sam.gov cage code and UEI. What are the facility requirements/funding? Will there be opportunities for facilities that would offer gentling/trainging of the equines while also working with youth and at risk youth?

Possibly other at risk groups?

Do i have to own land? Will BLM grant help procure land for this purpose?

I would love to be involved but cannot afford to purchase land. I have a layout planned already with corral dimensions, chutes, a public education center (for adoption events, clinics, etc). This layout would allow less horses per acre than some other facilities, but still provide room for up to 400 head.

Obviously land, shelters, and fencing are expensive to build so it would be a few million to get it up and running. I have accurate numbers as well.

The Government does not provide funding, grants, or reimbursement for the purchase of land or the construction of facilities. This requirement is solicited as a firm‑fixed‑price contract. Under this contract type, the Government pays only the unit prices for each CLIN in the bid schedule. All costs associated with land, fencing, shelters, barns, corrals, water systems, or any other infrastructure necessary to house and care for the animals must be covered by the Offeror and built into the proposed unit prices.

Offerors are not required to own the land outright. However, they must have legal control of the land and facilities they propose to use (for example, ownership, long‑term lease, or similar documented control) for the entire period of performance. The Government does not procure, provide, or fund land or infrastructure on behalf of the contractor.

"- Can they be turned out on pasture or are they to be in corrals only?

- Can we supplement the alfalfa with grain to provide the required protein?

- Are we required to halter break?

- Do we get to pick the vet or does it have to be BLM approved?

- Are we responsible for the cost of coggins or other vet work?

- How many different corrals are needed?

- If we have other questions can we ask during the seminar? "

They could be on pasture, would still have to be sorted by species, sex, age, etc.

We could supplement with protein tubes, would be very hard to feed grain in a corral set up to ensure the right animals were eating the additional feed.

Not required to train.

The contractor can pick the vet.

BLM is responsible for the cost of coggins, vaccinations, ETC

The solicitation does not specify an exact required number of corrals, but the facility must include sufficient separate corrals or pens to:

safely receive animals, segregate animals as needed, manage animals that require treatment or special handling, and meet stocking density and CAWP requirements.

The contractor’s proposed corral layout must support the maximum number of WHBs the contractor proposes in the technical submission.

"1. Wll the award cover costs associated with establishing and investing in materials ( associated corral fencing and equipment) to establish and set up compliant coral infrastructure and can those costs be included in the proposal and if an award is made, then funds dispersed to enable the start up infrastructure be put in place, made operational prior to animal arrival at facility?

2. IS THERE A MININUM NUMBER OF

ANIMALS THAT MUST BE

ACCOMODATED , PER YEAR OR

THROUGHOUT THE PROJECT LIFE

CYCLE (5 Years ) . Can one propose to accomodate say 10 animals per year assuming a high throughput rate per year and assuming that those 10 animals are prerpared for adoption and new homes within a given time frame , say 1 year and then next batch might come through or be accomodated so a facility might have a throughput of say 50 horses over 5 years? , but with no more than 10 at any given time on premises

3. If the offeror has not had any previous Government contracts re past performance what does one use as past performance experience? "

Requirements can be found in section C of the solicitation.

Offerors without previous Government contracts may still submit a proposal. Past performance does not have to be from Federal contracts. Offerors may provide any relevant past experience that demonstrates the ability to successfully perform this requirement, including:

Commercial work caring for horses or livestock

Contracts or services for state, county, or local governments Work for private ranches, rescues, boarding operations, training facilities, or breeders Non‑profit or charitable animal‑care operations Experience managing corrals, feeding programs, herd health, or large‑animal facilities Subcontractor or key personnel experience relevant to WHB care

What are the requirements for the facility?

How do I submit a proposal to be considered for an Off-range corral facility?

Requirements can be found in section C of the solicitation.

Proposals must be submitted to lturner@ios.doi.gov by the due date.

"Does the facility have to be in place at time of contract awarding or can contract be awarded based on blueprints of facility with contingencies of buildout or expansion.

What is the average timeframe a particular group or delivery of horses/burros would be located on an ORC? Would delivery/relocation of horses/burros be frequent (30-60 days) or would a delivery of horses/burros expect to stay in the same ORC 6+ months. In short, what is the horse/burros turnover rate?

The facility does not need to be in place.

ORCs serve as temporary holding and processing facilities, but the length of stay varies. Turnover depends on adoption events, transport scheduling, space availability at other facilities, and program priorities. As a result, the Government cannot guarantee a specific turnover interval (e.g., 30–60 days).

Animals may remain several months, and in some cases 6 months or longer, until moved for adoption, training, transfer, or pasture placement.

Can a selected percentage of horses be held longer than usual for additional training (i.e., halter training, saddle breaking, performance training) to create additional value at adoptions?

Not required to train.

If wanting to train, recommend looking into participating in the Forever Branded partnership, since that's the appropriate spot for that kind of work at this moment.

Will the contractor be responsible for round up and transportation to their facility?

BLM will coordinate animal loads and transportation to and from the off-range corral.

"1. Are there funds available to assist with corral set up and housing the animals.

I am Located in west central Fl , great place for eco tourism of wild horses.

What is the time line for start of contract? Contract proposals are due by June 12th.

While schedules differ for each procurement, Offerors should expect that award may take several weeks to a few months after the proposal due date. The Government will issue the official award as soon as evaluations and required reviews are completed.

D. PROPOSAL DUE DATE (REVISED)

The proposal submission deadline is hereby extended from May 29, 2026 to:

June 12, 2026 at 5:00 Eastern Time
