About this opportunity

The Bureau of Land Management (BLM) National Office is issuing a Pre-Solicitation Notice for Wild Horse and Burro Off-Range Corral (ORC) support services across six separate regions in the Eastern States, covering Kentucky through South Carolina and the Northeast corridor. Contractors must provide and maintain ORC facilities capable of housing 120-400 animals annually, including comprehensive care such as feeding, veterinary services, hoof trimming, facility maintenance, and animal sorting and loading. Key qualifications include mandatory completion of BLM's Compliance and Animal Welfare Protocol (CAWP) training annually and active registration in the System for Award Management (SAM). Selection will be based on best value evaluation considering technical capability, past performance, small business participation and subcontracting plans, and price. The official RFP is anticipated for release on February 19, 2026, with a proposal closing date of April 20, 2026.

This procurement uses a Firm-Fixed Price (FFP) Indefinite-Delivery Indefinite-Quantity (IDIQ) contract type with no set-aside designations, and the BLM anticipates awarding one or more contracts in each of the six separate regions. The contract period of performance extends from July 1, 2026 through June 30, 2031, representing a five-year engagement. Contractors must provide required infrastructure including fenced facilities with quarantine and holding pens, land, adequate water supply, feed and minerals, and all necessary maintenance and labor. The relevant NAICS code is 115210 (Support Activities for Animal Production), and the PSC classification is F016 (Natural Resources/Conservation—Wildhorse/Burro Control). Interested offerors should direct inquiries to contracting officer Lisa Turner at lturner@blm.gov and should prepare their submissions well in advance of the April 20, 2026 proposal deadline.
