About this opportunity

The Department of Agriculture Forest Service seeks fuels mitigation services for the East Boundary project on Pike and San Isabel National Forest near Colorado Springs, Colorado, with quotations due July 20 at 2:00 PM Mountain Daylight Time. This procurement is a total small business set-aside, restricted to current vendors eligible for call orders under the Rocky Mountain Restoration Project BPA.

Place of performance is Colorado Springs, Colorado (Pike and San Isabel National Forest, Pikes Peak Ranger District, El Paso County). Work comprises two mandatory items totaling 261 acres: masticating and chipping 130 acres of mixed conifer units and 131 acres of Gambel oak units to reduce hazardous fuels and protect Department of Defense infrastructure adjacent to the United States Air Force Academy. The contract period runs from September 14, 2026 through June 30, 2028.

Distinctive requirements include a mandatory site visit on June 30, 2026 at 11:00 AM at Stanley Canyon Reservoir Trailhead (requiring advance Air Force Academy access passes); unit pricing for all mandatory items; masticated material distributed evenly at maximum 4-inch depth with individual pieces not exceeding 12 inches; a 25-foot clearance corridor on existing roads; compliance with Service Contract Act prevailing wage rates (Wage Determination 2015-5435, effective May 13, 2026); and GPS receivers capable of determining geofence boundaries within 15 feet of contract tolerance. The government will conduct formal plot-based verification with a minimum acceptable quality level of 90% for both items; work quality below 85% triggers contract termination; quality between 85–90% allows payment at reduced rates. Contractor must clear all debris from roads per Amendment 001.

Amendment 001 (effective July 7, 2026) amended page layouts, clarified Unit 1 operational restrictions, added site visit notes, and updated contract area maps with unit acreage tables and areas to protect.

Evaluation weights technical approach (significantly more important), relevant past performance (significantly more important), utilization of local workforces and benefit to local community, and cost/price (approximately equal to combined technical factors). Award is anticipated on a firm fixed-price basis. Quotations must be submitted electronically to Quotes_.mcuke7elrkti84fl@u.box.com and chad.bullock@usda.gov with separate technical and price proposals clearly identified with solicitation number 12363N26Q4179 and vendor name. A post-award conference is required within ten days of contract award.
