About this opportunity
NOAA's Pacific Marine Environmental Laboratory intends to solicit services to configure and deploy the Earthmover platform, a data access service for large model output files supporting the Changing Ecosystems Fisheries Initiative (CEFI) project, with responses to this sources-sought notice due August 6, 2026. This is market research only and carries no commitment to award or obligation to fund responses.
The requirement centers on configuring a NEAP/CEFI data portal that converts unstructured Network Common Data Form (NetCDF) files to Icechunk-backed Zarr cloud-native data format hosted on Amazon S3 storage. The contractor must implement fine-grained access control through the ArrayLake product with Xarray-native access, provision 125 NOAA data user accounts and two administrative accounts, expose Icechunk-backed data through Open Geospatial Consortium (OGC) standard-compliant endpoints via Flux, and display NOAA branding on the platform. Work is performed on NOAA commercial cloud infrastructure. Performance standards require 90 percent accuracy, completeness, and timeliness, monitored through Contracting Officer Representative inspection and acceptance. Deliverables include uploading and making data files accessible within 20 days after award, with compliance testing and user access verification required within 30 days after award. NOAA has determined that Earthmover provides faster and more efficient access to very large model output files than in-house technologies.
No set-aside is anticipated. The acquisition may utilize small business programs pending market research results. NAICS code is 513210 (Software Publishers).

Requirement: This notice is issued by the National Oceanic and Atmospheric Administration (NOAA) Western Acquisition Division (WAD) and the Pacific Marine Environmental Laboratory (PMEL) to identify sources capable of providing the following:
The government requires the Earthmover platform, a data service that provides quick access for NOAA data users to access very large model output files. These files are specific for the Changing Ecosystems Fisheries Initiative (CEFI) project, produced by the NOAA Modular Ocean Model (MOM) 6 and hosted on NOAA purchased commercial clouds. The Earthmover solution provides unique access to this data much quicker and more efficiently than NOAA can provide with in-house technologies.
REQUIRED TECHNICAL SPECIFICATIONS:
- Configure a NEAP/CEFI data portal against model data that NOAA will provide.
- Configure the platform to:
- Convert the unstructured Network Common Data Form (NetCDF) files to Icechunk-backed Zarr cloud-native data format hosted on Amazon S3 Storage.
- Provide fine-grained access control (e.g., pre-publication model runs restricted to PMEL researchers) and Xarray-native access to the NOAA data with the ArrayLake product.
- Provide 125 NOAA data user accounts.
- Expose Icechunk-backed data through standard-compliant endpoints, including Open Geospatial Consortium (OGC) (Environmental Data Retrieval (EDR), Tiles, OPeNDAP) with Flux.
- Provide two NOAA administrative accounts to the Earthmover configured platform.
- Display NOAA branding (provided by NOAA) on the NOAA Earthmover platform.
A Firm-Fixed-Price contract is anticipated for award.
