About this file
This is a Statement of Need (SON) for the procurement of the Earthmover Data Access Platform by the Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) Pacific Marine Environmental Laboratory (PMEL). NOAA seeks to purchase and configure the Earthmover platform to provide computational data access services for the NOAA Ecosystem Assessment Program (NEAP) Decision Support Teams, specifically supporting the Changing Ecosystems Fisheries Initiative (CEFI) project. The platform will enable efficient access to large model output files generated by the NOAA Modular Ocean Model (MOM) 6, which NOAA has determined can be accessed more quickly and efficiently through the Earthmover solution than through in-house technologies.
The technical requirements include configuring a NEAP/CEFI data portal against NOAA-provided model data, converting unstructured Network Common Data Form (NetCDF) files to Icechunk-backed Zarr cloud-native data format hosted on Amazon S3 Storage, and implementing fine-grained access control through the ArrayLake product with Xarray-native access. The contractor must provision 125 NOAA data user accounts and two administrative accounts, expose Icechunk-backed data through standard-compliant endpoints including Open Geospatial Consortium (OGC) standards via Flux, and display NOAA branding on the platform. Deliverables include uploading and making data files accessible within 20 days after award, with compliance testing and user access verification required within 30 days after award. Performance standards require 90 percent accuracy, completeness, and timeliness, with monitoring conducted through Contracting Officer Representative (COR) inspection and acceptance.

DEPARTMENT OF COMMERCE (DOC)
NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION (NOAA)
PACIFIC MARINE ENVIRONMENTAL LABORATORY (PMEL)
STATEMENT OF NEED (SON)
Earthmover Data Access Service
PURPOSE: Purchase the Earthmover Data Access Platform, configured against the NOAA Modular Ocean Model (MOM)6 Changing Ecosystems Fisheries Initiative (CEFI) data sets, to provide computational access to the NOAA Ecosystem Assessment Program (NEAP) Decision Support Teams (DSTs).
SCOPE OR MISSION: The government requires the Earthmover platform, a data service that provides quick access for NOAA data users to access very large model output files. These files are specific for the CEFI project, produced by the NOAA MOM 6 and hosted on NOAA purchased commercial clouds. The Earthmover solution provides unique access to these data much quicker and more efficiently than NOAA can provide with in-house technologies.
TECHNICAL SPECIFICATIONS:
1. Configure a NEAP/CEFI data portal against model data that NOAA will provide.
2. Configure the platform to:
a. Convert the unstructured Network Common Data Form (NetCDF) files to Icechunk-backed Zarr cloud-native data format hosted on Amazon S3 Storage.
b. Provide fine-grained access control (e.g., pre-publication model runs restricted to PMEL researchers) and Xarray-native access to the NOAA data with the ArrayLake product.
c. Provide 125 NOAA data user accounts.
d. Expose Icechunk-backed data through standard-compliant endpoints, including Open Geospatial Consortium (OGC) (Environmental Data Retrieval (EDR), Tiles, OPeNDAP) with Flux.
3. Provide two NOAA administrative accounts to the Earthmover configured platform.
4. Display NOAA branding (provided by NOAA) on the NOAA Earthmover platform.
DELIVERABLE SCHEDULE
| Deliverable | Performance Objective (Minimum Acceptable Standard) | Performance Standards | Monitoring Method(s) | Frequency | ||
| Data Files | Data files uploaded and accessible to Earthmover | Deliverables and assignments are evaluated for accuracy, | completeness, and timeliness on a random basis. Consultation is | required with the Contractor to discuss remedial actions for all services falling below 90%. | COR inspection and acceptance | No later than 20 days after award. |
| Compliance Testing | Access provided to all required users, determined by NOAA | Deliverables and assignments are evaluated for accuracy, | completeness, and timeliness on a random basis. Consultation is | required with the Contractor to discuss remedial actions for all services falling below 90%. | COR inspection and acceptance | No later than 30 days after award. |
