About this opportunity
The Federal Contract Opportunity involves the provision of Employee Assistance Program (EAP) and Work-Life services for the Department of Homeland Security (DHS). The Department of Homeland Security's (DHS) Office of Procurement Operations (OPO) is publicizing the Draft Request for Proposal (RFP) for the DHS-wide Employee Assistance Program and Work-Life Support Services.
Interested parties are hereby invited to read the attached Draft RFP and addendum documents, and provide DHS OPO with feedback and questions for its consideration. The Contracting Officer is the sole point of contact for all questions regarding this Draft RFP. Interested parties shall submit feedback and questions to the points of contact listed herein this notice.

A. GENERAL INFORMATION
In accordance with FAR Section 5.201, as required by the Small Business Act (15 U.S.C. 637(e)) and the Office of Federal Procurement Policy Act (41 U.S.C. 1708), the Department of Homeland Security’s (DHS) Office of Procurement Operations (OPO) is publicizing its intent of the below proposed contract action.
This synopsis is for informational purposes only and is not a solicitation; therefore, no offers shall be submitted or considered at this time. DHS OPO intends to publicize a formal solicitation resulting from this synopsis in FY23 Q3.
B. SYNOPSIS
1. ACTION CODE
This action is to notify interested parties of DHS OPO’s intent to solicit and procure Employee Assistance Program (EAP) and Work-Life support services for all DHS personnel and eligible family members. DHS OPO reserves the right to publicize pre-solicitation documents and/or engage in pre-solicitation communications (e.g., Industry Days, Draft Solicitations, Pre-Solicitation Conferences, etc.) with industry partners. All communication and documentation pertaining to this requirement shall be publicized via the Internet at https://www.sam.gov.
2. DATE AND YEAR
This action is hereby publicized on March 22, 2023. DHS OPO intends to publicize a formal solicitation no less than fifteen (15) days from date of synopsis publication. DHS OPO intends to make an award resulting from the formal solicitation in FY23 Q4.

5. DESCRIPTION AND PLACE OF CONTRACT PERFORMANCE
The scope of services includes a variety of Employee Assistance Program (EAP) and Work-Life support services for all Department of Homeland Security (DHS) employees and eligible family members. Services may be provided to civilian, law enforcement, and military personnel, or a combination thereof, throughout the Continental United States (CONUS) and Outside the Continental United States (OCONUS).
6. SET-ASIDE STATUS
As a result of extensive market research, it is DHS OPO’s intent not to set aside this requirement. DHS OPO intends to include in any resulting formal solicitation subcontracting goals that align with DHS-wide small business goals.
