About this opportunity
The Federal Aviation Administration (FAA) is seeking a comprehensive e-learning platform and services to support training requirements for approximately 70,611 employees and contractors through its eLearning Management System (eLMS). The solicitation (693KA9-25-R-00002) requires a contractor to provide a FedRAMP-certified platform delivering learning content across multiple categories including business skills, information technology, leadership development, productivity tools, legal compliance, and environmental safety training. The procurement will utilize a best-value trade-off approach, with the technical volume weighted more heavily than price, and past performance evaluated on an acceptable/unacceptable basis. Proposals were initially due by March 13, 2025, but Amendment 0001 extended the deadline to April 14, 2025. Potential vendors must submit comprehensive proposals addressing nine specific training requirement areas and comply with FedRAMP requirements.
The contract is a full and open competition with no specific set-aside, and Skillsoft Corporation is the current incumbent contractor. The contract will be a firm-fixed-price arrangement with a one-year base period and five additional option periods (four one-year periods and one six-month extension), totaling up to five and a half years. The platform must support 30,000 users for most content areas and 2,500 users for leadership development content. The place of performance is Washington, DC 20591, and the total contract will support the FAA's Corporate Learning Program. While specific award values were not explicitly stated, the contract represents a comprehensive multi-year solution for delivering extensive professional development and training content to federal employees, with mandatory technical requirements including seamless integration with existing systems, unlimited content access, and Section 508 accessibility compliance.
