About this opportunity

The Department of the Army Materiel Command is soliciting quotes for dynamic robotic targetry services to support the African Lion 2026 Command Field Exercise in Morocco. The procurement encompasses two vehicle robotic targets and eight infantry robotic targets, along with Field Service Representatives and associated logistics support from January 31 through May 8, 2026. The contractor must provide autonomous, remotely controlled robotic targets capable of maneuvering through challenging terrain, withstanding direct weapons impacts, operating in all lighting conditions, and reacting realistically to hits with visual and movement feedback. Key contract requirements include handling all international logistics, customs clearance, equipment installation, 24-hour operational support, and integration with U.S. Government personnel for scenario planning. Quotes will be evaluated on a lowest-price, technically acceptable basis under FAR Part 12 procedures, with technical submissions assessed on an acceptable/unacceptable standard and pricing evaluated for fairness and reasonableness. The deadline for submitting questions was January 9, 2026, and offers are due by 9:00 AM Greenwich Mean Time on January 13, 2026.

This procurement is set aside for Women-Owned Small Business (WOSB) concerns under NAICS code 611430 (Professional and Management Development Training). The solicitation contains four Contract Line Item Numbers covering the vehicle targets, infantry targets, Field Service Representatives, and shipping/installation services, with award on a firm-fixed-price basis to a single contractor. The contract performance period runs from January 31 through May 8, 2026, with primary delivery to the 173rd Infantry unit in Agadir, Morocco, specifically at the Tan Tan Training Area near Agadir. The robotic targets must operate across two separate live fire ranges located approximately one mile apart, with specific technical capabilities including autonomous GPS navigation, laser range finding, terrain maneuverability up to 2,000 meters, and minimum speeds of 3 km/h. Daniel J. Leininger serves as the Contracting Officer and can be contacted for additional information regarding this time-sensitive procurement.
