About this opportunity

The National Geospatial-Intelligence Agency (NGA) is seeking to procure dynamic gravity meters for both marine and airborne platforms through this combined synopsis/solicitation. The contractor must build and deliver gravity meters that meet stringent NGA technical requirements, including worldwide operational capability, minimum range of 20,000 mGals, drift not exceeding 3 mGals/month, and specific temperature and dimensional constraints. Each meter purchase includes comprehensive deliverables: complete owners/operator manuals, standard operating procedures for gravity data processing, proprietary software, and three days of training per meter. The procurement will be evaluated using a Lowest Price Technically Acceptable basis, with technical factors assessing performance specifications, ease of operation, accuracy, interchangeability of components, user-friendliness, documentation quality, and customer support capabilities. Questions must be submitted by 5:00 PM CT on October 1, 2025, with proposals due by 1:00 PM CT on October 23, 2025.

This opportunity is designated as a total small business set-aside under NAICS code 334519 with a size standard of 600 employees. The contract structure includes a five-year base ordering period with a maximum ceiling of $10 million and a minimum guaranteed amount of $2,000, to be awarded as a Firm Fixed Price contract. NGA anticipates purchasing approximately three gravity meters annually, split between marine and airborne models, with each purchase including two control system laptops/tablets and additional rugged laptops with contractor software and licenses. The contract encompasses five Contract Line Item Numbers (CLINs) covering Marine Gravity Meters, Airborne Gravity Meters, and associated laptop systems. Performance will take place in Arnold, Missouri, and the meters must be ITAR restriction-free to support NGA's Earth Gravitational Model through a meter loan program serving academia, government agencies, and private companies.
