About this file

This Statement of Work (SOW) outlines the National Geospatial-Intelligence Agency's (NGA) requirement for dynamic gravity meters for marine and airborne platforms. The SOW specifies technical requirements for two gravity meter types with identical performance standards, including sensor specifications, data recording capabilities, system performance metrics, and design parameters. Key requirements include worldwide capability, minimum range of 20,000 mGals, drift not exceeding 3 mGals/month, and specific operational temperature and dimensional constraints.

The contract includes a 5-year base ordering period with NGA anticipating three meter purchases annually, split between marine and airborne models. Each meter purchase includes three days of comprehensive training, detailed owners/operator manuals, and two control system laptops/tablets. Additional deliverables include five rugged laptops with contractor's software and licenses. The meters must be ITAR restriction-free and designed to support NGA's Earth Gravitational Model by collecting gravity survey data from academia, government agencies, and private companies through a meter loan program.

1 Background and Scope

The National Geospatial-Intelligence Agency (NGA) delivers Geospatial Intelligence (GEOINT) information that provides a decisive advantage to policymakers, warfighters, intelligence professionals, humanitarian efforts and first responders. NGA supports the National System for Geospatial Intelligence (NSG), which supports our Department of Defense (DoD), Department of Homeland Security and the Intelligence Community. NGA leads the world in timely, relevant, accurate and actionable GEOINT.

NGA also creates the Earth Gravitational Model for use in navigation products for the DOD and general use for industry and academia. The Earth Gravitational Model contains gravity survey data from all over the world. Acquiring more gravity survey data improves this model. The gravity meter loan program is a source of this gravity data for NGA. NGA loans gravity meters to academia, government agencies, and private companies in exchange for the gravity data they collect. NGA is looking to update their gravity meter inventory with new, ITAR restriction-free gravity meters. NGA is therefore seeking a company that is capable of manufacturing and servicing airborne and marine gravity collection systems for use in small-type aircraft and marine vessels respectively to perform geophysical surveys to collect the magnitude of the earth’s gravity field for global and regional gravity models.

2 Requirements

The contractor shall build and deliver Marine and Airborne based dynamic gravity meters meeting NGA technical requirements. The contractor shall provide a complete owners/operator manual of the gravity meter system with the first delivery, this is to include a standard operating procedure (SOP) or “how to” of gravity data processing with the meters and any associated/proprietary software. The contactor shall also provide 3 days of training for each meter purchased.
