About this opportunity

The Defense Threat Reduction Agency (DTRA) is preparing to procure Program Management Support Advisory & Assistance Services for its Research and Development Directorate and intends to solicit through GSA OASIS+ with anticipated release in early 2025 and contract award in early 2026. The procurement is a small business set-aside under NAICS code 541990 (size standard $19.5 million).

Work encompasses program management, project management, financial management, systems analysis, acquisition support, requirements analysis, strategic planning, and technical writing across chemical, biological, radiological, nuclear, and explosives (CBRNE) domains and countering weapons of mass destruction mission space. Five RD departments—Chemical and Biological Technologies, Counter WMD Technologies, Nuclear Technologies, Operations, and Test and Assessment—will receive support.

Personnel must hold U.S. citizenship and minimum Secret clearance; some positions require Top Secret/SCI access with counterintelligence polygraph. The contract type is cost-plus-fixed-fee with a one-year base period plus four one-year options. A 120-day transition period is planned from award to performance start. The selected contractor will be prohibited from performing other work for DTRA's RD Directorate due to organizational conflict of interest.

Performance metrics cover quality, integration, innovation, workforce expertise, training, and management. The contractor must coordinate with DTRA's existing Science & Technology Support A&AS contractor through an Associate Contractor Agreement.

DTRA requests industry feedback on this acquisition strategy via Request for Information due January 17, 2025, at 1700 EST, limited to 10 pages. Responses must address company capability, capacity, financial viability, clearance readiness, and recommendations on small business participation, transition period adequacy, and innovative performance approaches.
