About this file

This is a Sources Sought/Request for Information (RFI) from the Defense Threat Reduction Agency (DTRA) seeking industry feedback on an acquisition strategy for Program Management Support (PMS) Advisory & Assistance Services (A&AS) for DTRA's Research and Development Directorate. The services required include program management, project management, program analysis, systems analysis, acquisition support, project control analysis, strategic planning, technical writing, requirements analysis, and financial management across chemical, biological, radiological, nuclear, and explosives (CBRNE) domains.

The planned acquisition will be a small business set-aside through GSA's OASIS+ contract vehicle under NAICS code 541990 (size standard $19.5M), with a cost-plus-fixed-fee contract type. The period of performance includes a one-year base period plus four one-year options. The RFP is expected to be released in early 2025 with contract award in early 2026 and a 120-day transition period. Responses to this RFI are due by January 17, 2025 at 1700 EST and are limited to 10 pages. Respondents must demonstrate capability, capacity, and financial viability to perform the work. Due to organizational conflict of interest concerns, the selected contractor will be prohibited from performing any other work for DTRA's RD directorate.

DEFENSE THREAT REDUCTION AGENCY (DTRA)

RESEARCH AND DEVELOPMENT (RD), ADVISORY & ASSISTANCE SERVICES (A&AS)

PROGRAM MANAGEMENT SUPPORT (PMS)

SOURCES SOUGHT/REQUEST FOR INFORMATION (RFI)

HDTRA1-25-RFI-0045

A. Synopsis

This is a Request for Information (RFI)/Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. This notice is for MARKET RESEARCH PURPOSES ONLY, and in no way obligates the United States Government to issue a solicitation or otherwise make a contract award.

This is not a guarantee of a future RFP or an award. This document should not be construed as a commitment of any kind by the U.S. Government. Any information provided to the Government in response to this document will become DTRA property and will not be returned. The Government will not reimburse contractors for any cost associated with responding to this request for information.

The Government makes no future guarantees of a request for proposal release related to the effort. The technical material responses from companies will be used to inform a strategic plan for future DTRA investments in counter weapons of mass destruction (CWMD) technologies.

If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.

The objective of the future solicitation is to acquire program management (PM) A&AS support for DTRA’s RD Directorate. Potential sources, either alone or with appropriate teaming partners, must have demonstrated expertise and capability to perform all identified areas of scope identified in Attachment 1 – RD PMS A&AS Performance Work Statement (PWS) of the RFI. The Government’s intention is to schedule an Industry Day prior to the release of the solicitation where industry will be invited to submit questions. Additional details regarding Industry Day will be posted at a later time on SAM.gov.

B. Background

RD requires A&AS support to provide programmatic expertise across the chemical, biological, radiological, nuclear, and explosives (CBRNE) and improvised threat spectrum, and in CWMD, countering improvised threats (C-IT), and countering improvised threat networks (CTN) in support of the RD objectives. Program management support (PMS) entails program management, project management, program analysis, systems analysis, acquisition analysis/support, project control analysis, project planning, tasker coordination/management, strategic planning, strategic communications, technical writing, and requirements analysis. PMS encompasses Policy which covers CWMD and CTN policy standards, doctrine, multi-agency security responses and coordination, and vaccine/therapeutics regulatory processes and requirements. Lastly, PMS also encompasses financial management which covers financial analysis, budget analysis, DOD planning programming budgeting & execution process (PPBE) preparation, earned value management analysis, and cost analysis. Please see Attachment 1 – RD PM A&AS Support PWS for further details.

DTRA is seeking feedback from Industry on the acquisition strategy best suited to support the RD requirements while also promoting competition, technical excellence and innovation, and Small Business participation. With this intent, DTRA requests our Industry partners provide feedback on an acquisition strategy.

PROGRAM MANAGEMENT SUPPORT (PMS)

The following are the current anticipated procurement features:

- Contemplated Acquisition Strategy: The Government intends to solicit this acquisition as a small business set aside through General Services Administration (GSA)’s One Acquisition Solution for Integrated Services (OASIS+) multiple award contract using FAR 16.5 “Fair Opportunity Process Procedures”.

DTRA will make an official determination to conduct this procurement as a small business set-aside, at the conclusion of the market research stage. Small businesses are encouraged to consider teaming arrangements, partnerships, joint ventures, etc. to facilitate their participation. Interested parties are encouraged to visit the DOD Guidebook on Small Business Teaming at: https://www.dau.edu/tools/dod-osbp-acquisition-guidebook.

As used in the Guidebook and for this requirement, the term "teaming arrangement" is a broad term that encompasses traditional prime/subcontractor relationships as well as other arrangements such as joint ventures and partnerships.

- Contemplated NAICS/Small Business Standard: The GSA OASIS+ task order would be awarded under the Management and Advisory Domain under NAICS code 541990, size standard $19.5 million.

- Contract Type: A Cost-Plus Fixed Fee contract is planned for this acquisition.

- Estimated Request for Proposals Issue Date: Early 2025. The contract is planned to be awarded in early 2026 and we anticipate 120 days for the transition period.

- Period of performance: This contract is tentatively planned to have a one-year base period and four additional options of one year each.

- Organizational Conflict of Interest: Organizational conflict of interest (OCI) issues are of great importance to RD. Due to the nature of this requirement, i.e. PM A&AS support, the successful offeror will have unique access to information that could potentially provide an unfair competitive advantage for future contracts as well as place the awardee in situations where its ability to render impartial advice to the Government could be impaired due to other interests of the awardee. As a result performers who provide A&AS services to RD are prohibited from performing any other work for RD to avoid an inherent conflict of interest.

C. Instructions

a) Interested sources are encouraged to provide feedback to the above recommended strategy through a response to this RFI. Limit responses to no more than 10 pages, in 12 point font, not including cover page, cover letter, table of contents, the completed Attachment 2 – PM A&AS RFI Questionnaire, nor Letters of Credit (LOC)/commitment letters, describing the source’s feedback, suggestions, and ideas on how to increase competition, innovation, and Small Business participation using said strategy, as well as their demonstrated capability, https://www.dau.edu/tools/dod-osbp-acquisition-guidebook

PMS A&AS PWS (DRAFT).

Respondents should show the number of available employees with relevant qualifications that the respondent currently employs, and the in-house resources they possess to recruit and hire subject matter experts quickly. For example, the respondent can demonstrate credit worthiness by providing its recent annual revenue/sales figures, descriptions of available lines of credit to include LOCs or commitment letters, etc. This information will be protected by the Government as “Source Selection Sensitive” and proprietary, however respondents shall also ensure this information is appropriately marked as proprietary. Respondents are encouraged to provide lines of credit letters.
