About this opportunity

The Naval Sea Systems Command's Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) intends to solicit a five-year firm-fixed-price ID/IQ contract for DT-574 First Article (if not waived) and Production Hydrophones, with a response deadline of June 30, 2026. The procurement is unrestricted and does not carry a set-aside.

Work is performed at the contractor's own facility. Hydrophones must be manufactured to a build-to-performance specification approach and meet the Critical Item Performance Specification (CIPS) per NAVSEA Drawing 53711-6396156. The CIPS document carries DISTRIBUTION STATEMENT D markings and is export-controlled; access is restricted to DoD and U.S. DoD contractors with active JCP registration and current CAGE codes. Contractors must comply with extensive security requirements, including NISPOM compliance, handling of classified and Controlled Unclassified Information (CUI), OPSEC program development, and electronic spillage prevention protocols.

The First Article phase requires contract kick-off within 45 business days of award, followed by preliminary and final configuration reviews, physical configuration audits, test procedures development, and testing. The Production phase, following government approval, includes development of production acceptance test procedures, manufacturing and testing per delivery orders, acoustic test data delivery in native electronic formats, and annual production program reviews. The contractor must maintain monthly progress reports, establish failure tracking and corrective action systems, and participate in quality surveillance evaluations.

Work is funded across multiple sources: Other Procurement Navy (OPN), Shipbuilding and Conversion Navy (SCN), National Sea-Based Deterrence Fund (NSBDF), Operation & Maintenance Navy (O&MN), and Foreign Military Sales (FMS). Sponsoring Program Managers include PMS 392, 396, 397, 401, 450, and the FMS Foreign Military Sales Office. NAICS 334511 applies; small business size standard is 1,350 employees. A draft SOW is attached. Contact Bradley Wicks (Bradley.r.wicks2.civ@us.navy.mil) for access to export-controlled documents.
