About this file
This is a Statement of Work (SOW) for the DT-574 Hydrophones Production Contract, establishing requirements for design, manufacture, testing, and delivery of First Article and production hydrophones for the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT). The contractor must perform all work at its own facility and comply with the Critical Item Performance Specification (CIPS) per NAVSEA Drawing 53711-6396156, along with applicable configuration management, security, and quality assurance standards. Work will be funded through multiple sources including Other Procurement Navy (OPN), Shipbuilding and Conversion Navy (SCN), National Sea-Based Deterrence Fund (NSBDF), Operation & Maintenance Navy (O&MN), and Foreign Military Sales (FMS), with sponsorship from various Program Managers including PMS 392, 396, 397, 401, 450, and the FMS Foreign Military Sales Office.
The SOW is structured in two primary phases: First Article (if not waived) and Production. The First Article phase requires contract kick-off within 45 business days of award, followed by Preliminary Configuration Review within 90 business days, Final Configuration Review, First Article Physical Configuration Audit, test procedures development, First Article testing, and concurrent Functional and Physical Configuration Audits. The Production phase commences upon government approval and includes development of production acceptance test procedures, manufacturing and testing of hydrophones per delivery orders, acoustic test data delivery in native electronic formats, completion of certification cards, and annual production program reviews. The contractor must maintain monthly progress reports, establish failure tracking and corrective action systems, and comply with extensive security requirements including NISPOM compliance, handling of classified and Controlled Unclassified Information (CUI), OPSEC program development, and electronic spillage prevention protocols. Quality surveillance will be evaluated across technical quality, schedule adherence, management integration, small business utilization, and regulatory compliance.
