About this opportunity

The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility is seeking contractors to perform specialized "dry ice" ventilation cleaning services on a Los Angeles-class submarine. This procurement requires cleaning of 23 different supply and exhaust ventilation systems across the forward compartment and engine room using dry ice cleaning techniques to remove rust, dirt, grease, and foreign matter from interior surfaces. Offerors must currently possess and provide documentation of their NAVSEA-approved vent cleaning procedure for Los Angeles-class submarines as a mandatory qualification requirement. The contract will be evaluated using a Lowest Price Technically Acceptable (LPTA) methodology, considering both technical merit and total price. This opportunity is designated as a 100% small business set-aside under NAICS code 336611 (Ship Building and Repairing) with a size standard of 1,300 employees. The solicitation document does not identify any incumbent contractors or provide specific award values, though it establishes a firm-fixed price contract structure with line items for ventilation system cleaning services and associated travel expenses. The period of performance is scheduled from September 2, 2025, through September 23, 2025, providing a three-week window to complete the specialized cleaning work.
