About this opportunity
The United States Coast Guard (USCG) Surface Forces Logistics Center is seeking industry responses for the Fiscal Year 2026 Dry-Dock Availability for the Icebreaker Coast Guard Cutter HEALY, homeported in Seattle, Washington. The procurement will be a full and open competition restricted to contractors in the contiguous West Coast states, with a NAICS code of 336611 (Ship Building and Repairing) and a size standard of 1,300 employees. The USCG aims to determine vendor capability and interest in performing comprehensive ship maintenance and repair services, including fuel and oil purifier overhauls, tank inspections, propulsion system maintenance, and sea trials support. Interested vendors must complete a sources sought questionnaire and submit it via email to Contract Officer Amy Kelm and Contract Specialist Kyra May by June 11, 2025, at 5:00 p.m. Pacific Standard Time. The anticipated Request for Proposal is scheduled for release in July/August 2025, with the first task order expected to start in February 2026.
The contract will be a requirements contract with firm-fixed-price task orders covering the period from December 2025/January 2026 to August/September 2026. There is no specific set-aside designation for this opportunity, and no cost or pricing data is required in the initial vendor response. The dry-dock availability is anticipated to last approximately 120 days, with significant work involving coordination with the Original Equipment Manufacturer (GE Power) for systems like Science Winch Control, Cycloconverters, and Main Diesel Engines. The USCG HEALY is a large vessel measuring 420 feet long, 82 feet wide, with a draft of 31 feet and weighing 16,660 long tons at full load. While no specific award value is mentioned, the procurement will include foreseeable costs for dry-dock locations beyond 50 miles from the cutter's homeport, such as crew lodging, travel, and operational costs associated with ship movement.

The United States Coast Guard (USCG) Surface Forces Logistics Center (SFLC) is seeking responses from industry to determine capability and interest in performing the Fiscal Year 2026 (FY26) for the Icebreaker Coast Guard Cutter (CGC) HEALY Dry-Dock Availability. The USCG is interested in determining overall vendor interest, availability, and capability to perform this work at their facility. NAICS Code for this requirement: 336611 – Ship Building and Repairing FSC Code for this requirement: J999 – Non-Nuclear Ship Repair (West) Size Standard: 1,300 Employees.
To maintain the operational readiness posture required to meet agency operational planning requirements, the USCG has determined that through the end of FY 2030, dry dock execution on the Continental West Coast of the United States is a necessary military consideration and an agency requirement. The awarded contract will result in one (1) Requirements contract with Firm-Fixed Priced Task Orders covering an ordering period of Dec2025/Jan2026 to Aug/Sept 2026. The first task order period of performance is anticipated to start in January 2026 and is anticipated to be awarded within a few days of Requirements contract award.
