About this opportunity

The United States Coast Guard Surface Forces Logistics Center is seeking qualified contractors to perform comprehensive dry-dock services for the USCGC HEALY (WAGB 20) during Fiscal Year 2026. The procurement encompasses all labor, equipment, and materials necessary for extensive vessel maintenance and repair operations, including 44 distinct work items such as propulsion shafting inspection, sonar system overhauls, tank cleaning and preservation, damage control system maintenance, and complete drydocking operations. Contractors must be located on the Continental West Coast of the United States to be eligible for this opportunity. The solicitation will be issued under FAR Part 12 for commercial products and services, with the formal solicitation scheduled for release in October 2025. Interested parties have until September 30, 2025, to review the pre-solicitation materials and prepare for the upcoming formal procurement process.

This procurement does not utilize any set-aside designations and is open to all qualified contractors meeting the geographic requirement. The contract work is scheduled to commence on January 5, 2026, with completion anticipated by May 2, 2026, representing a four-month performance period. A significant technical upgrade included in the scope involves replacing the existing Kongsberg EM-122 echo sounder with a new Kongsberg EM-304 Mk II Multibeam Echo Sounder system. The extensive nature of the work includes full preservation of underwater body surfaces, mechanical system overhauls including boilers and cranes, and detailed propulsion component inspections. While specific contract values are not disclosed in the pre-solicitation notice, the comprehensive scope involving complex marine engineering tasks across multiple vessel systems indicates a substantial procurement opportunity. The document does not identify any incumbent contractors or provide budget range estimates for this drydock availability project.
