About this opportunity
Military Sealift Command is conducting market research on July 15, 2026 for a U.S. flag, ocean-going certified tug to perform an open-ocean tow mission, with no set-aside applied.
MSC seeks pricing and availability for a single voyage commencing September 7, 2026, towing USNS CATAWBA (displacement 1,387 long tons, length 226 feet, beam 42 feet, maximum draft 15 feet) from Subic Bay, Philippines to Honolulu, Hawaii. The tug must be built in 1970 or later, maintain a minimum tow speed of six knots at five-knot speed of advance in Beaufort 5 conditions, and comply with the U.S. Navy Towing Manual (SL740-AA-MAN-010). The mission allows four days of laytime for the entire voyage.
Contractor responsibilities include providing tow bridle, hardware, emergency tow lines, flooding alarms, navigation lights, and day shapes; obtaining an Independent Marine Surveyor; and preparing a comprehensive towing package with Appendix H calculations, tow line tension analysis, speed of advance specifications, weather condition limits, tow configuration sketches, component documentation, tug specifications, and route planning with ports of refuge. The vessel must be fully bunkered and equipped with internet and satellite phone capability. Lump-sum pricing must include up to four days of laytime and demurrage rates.
Responses must include vessel specifications, layday availability, complete pricing, itinerary details, business size designation, and compliance confirmation under 46 CFR Chapter 1 Subchapter M. Small business concerns are encouraged under NAICS 483111 (Deep Sea Freight Transportation). Interested parties must respond by 1000 hours Eastern Time on July 15, 2026 to brandon.a.page.civ@us.navy.mil or (564) 226-1239.
