About this opportunity

Military Sealift Command is conducting market research on July 20, 2026 regarding a single-voyage ocean towing requirement to move the ex-Germantown (LSD-42) from Naval Station San Diego, California to Pearl Harbor, Hawaii, with responses due by July 27, 2026. This is a sources-sought notice (N32205-SS-PM4-26-143), not a binding solicitation.

The requirement is for a U.S. flag, Jones Act-compliant, ocean-going certified tug to tow a 15,500 long-ton vessel measuring 617 feet in length and 84 feet in beam with maximum draft of 20 feet 3 inches. The tug must be built in 1970 or later, maintain minimum tow speed of six knots in Beaufort 5 conditions while fully bunkered, and carry internet and satellite phone capability. The voyage commences September 29, 2026 with four days of laytime anticipated.

Interested vendors must submit vessel name, characteristics, Certificate of Inspection/Documentation, and photos; earliest layday availability; lumpsum price including up to four days at destination for customs and delivery plus demurrage rate; estimated mission duration; business size classification; and confirmation of compliance with 46 CFR Chapter 1 Subchapter M for towing vessels. Contractors must provide towing package documentation, independent marine surveyor services, tow bridle and emergency lines, and position reports twice daily in port and four times daily at sea. Responses to matthew.r.price40.civ@us.navy.mil or (564) 230-3782. Small business size standard for water transportation services (NAICS 483111) is 1,050 employees. This is market research only and does not commit the government to contract.
