About this opportunity
The Department of the Navy Military Sealift Command is soliciting proposals for a single-voyage ocean tug charter to tow the decommissioned naval vessel Ex-GERMANTOWN from San Diego to Pearl Harbor, with proposals originally due August 21, 2026, at 1100 Eastern Time; however, Amendment A0001 issued August 18, 2026 cancels the original RFP N3220526R6121.
The procurement is a Total Small Business Set-Aside (NAICS 483111, Deep Sea Freight Transportation). Place of performance is the United States, with the mission departing Naval Station San Diego on or after September 29, 2026, and terminating at the INACTSHIPS facility in Pearl Harbor, Hawaii. The tug must be U.S. Flag, Jones Act-compliant, and ocean-going certified, capable of towing a 15,500 long-ton displacement vessel (617 feet length, 84-foot beam, 20-foot 3-inch maximum draft) at a minimum six knots in Beaufort 5 conditions with adequate bollard pull per U.S. Navy Tow Manual specifications. The vessel must be built after 1970 or provide evidence of complete rebuild and repowering after 1970, and must hold a USCG Certificate of Inspection and Documentation. Proposals must include comprehensive towing package, transit plan with ports of refuge, vessel specifications with photographs, internet and satellite phone capability, and engagement of an independent marine surveyor. The operation is a single spot charter with four days laytime allocated. Award is firm-fixed-price based on lowest-price, technically-acceptable evaluation considering domestic shipyard usage. Service Contract Act wage determinations apply nationwide, establishing mandatory minimum daily rates for Captain Harbor Tug ($511.92), Engineer Harbor Tug ($430.51), Deckhand Harbor Tug ($322.16), and General Vessel Assistant ($338.27), plus mandatory fringe benefits and paid leave entitlements.
