About this file

This is a Request for Proposals (RFP) issued by Military Sealift Command (MSC) Norfolk for a vessel charter to tow the Ex-GERMANTOWN, a decommissioned naval ship, from San Diego to Pearl Harbor.

The solicitation (N3220526R6121) seeks one U.S. Flag, Jones Act-compliant, ocean-going certified tug capable of towing a vessel with 15,500 long-ton displacement, 617-foot length, 84-foot beam, and 20-foot 3-inch maximum draft. The tug must provide a minimum tow speed of six knots in Beaufort 5 conditions with adequate bollard pull per U.S. Navy Tow Manual specifications. The mission is a single-voyage spot charter departing Naval Station San Diego on or after September 29, 2026, with four days laytime allocated for the entire operation. The destination is INACTSHIPS facility in Pearl Harbor, Hawaii. The tug must be built after 1970 or provide evidence of complete rebuild and repowering after 1970. Proposals must include a comprehensive towing package, transit plan with ports of refuge, vessel specifications with photos, evidence of USCG Certificate of Inspection and Documentation, internet and satellite phone capability, and engagement of an independent marine surveyor. Payment will be made via ERP DFAS-CL with electronic invoices submitted through the Wide Area Work Flow system. The offer due date is Friday, August 21, 2026, at 1100 Eastern Time. This is a Total Small Business Set-Aside (NAICS Code 483111) with firm-fixed-price contract terms. Award will be based on a lowest-price, technically-acceptable evaluation considering domestic shipyard usage. A valid submission requires minimum components: ship name, price, and signature.
