About this opportunity

This is a sole source procurement; the Coast Guard intends to award a firm-fixed price purchase order to Hornet Acquisitionco, LLC (formerly Goodrich, CAGE Code 3HRL4), the Original Equipment Manufacturer, based on fair and reasonable pricing rather than competitive evaluation.

Destination. The Coast Guard may exercise an option to require an additional ten units at the same price and lead time for up to 365 days after award, for a maximum total of twenty items.

The sole source justification rests on aircraft safety: the item is critical to aircraft and aircrew safety and is the only drum assembly approved by the USCG Aircraft Configuration Control Board. Hornet Acquisitionco owns all technical data, specifications, and manufacturing drawings, and Acquisition Method Code 3 requires procurement directly from the actual OEM.

All items must have clear traceability to Hornet Acquisitionco. Contractors must provide Certificates of Conformance per FAR 52.246-15 with full traceability documentation, maintain records per FAR 4.7 with Government access throughout the supply chain, and notify the Coast Guard of any supply changes, defects, counterfeit parts, non-conformity conditions, or facility location changes requiring USCG approval. The procurement is unrestricted; all responsible sources may submit a quotation. The small business size standard is 1,250 employees.
