About this opportunity
The Federal Bureau of Investigation's Finance and Facilities Division is issuing a Request for Information (RFI) to identify qualified vendors for drug evidence destruction services using non-retrievable disposal methods compliant with 21 CFR 1317.05. The FBI seeks comprehensive end-to-end services including transportation, secure handling, chain of custody management, witnessed destruction, and regulatory documentation for narcotics evidence. Acceptable destruction methods include incineration (fixed or mobile), pyrolysis, chemical digestion, alkaline hydrolysis, encapsulation, and other innovative technologies that permanently render controlled substances non-retrievable and irreversible. The Government prioritizes solutions that reduce reliance on fixed incineration infrastructure, minimize long-distance transportation, decrease personnel requirements for escort and witnessing, and address declining incineration capacity on the West Coast. Vendors should provide information on company capabilities, technical methods, throughput capacity, compliance protocols, geographic coverage, security procedures, past federal performance, and optional pricing estimates, with responses not to exceed 10-15 pages submitted to Contracting Officer Melissa Golicz at mgolicz@fbi.gov with the subject line "RFI Response – Drug Evidence Destruction" by the May 8, 2026 deadline. The Government will evaluate responses based on technical feasibility, scalability, compliance with federal and state regulations, past performance, and alignment with the draft Performance Work Statement provided for industry feedback.
The RFI carries no set-aside designation and does not identify any incumbent contractors. The anticipated acquisition strategy involves an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with an estimated total capacity of $5 million, though the Government is evaluating both single-award and multiple-award approaches. The contract will prioritize geographic coverage of West Coast and western-region FBI field offices including Los Angeles, San Diego, San Francisco, El Paso, and Salt Lake City, with capability to expand to additional locations as directed. The anticipated contract term consists of one 12-month base period with four 12-month option periods, allowing the Government to assess contractor performance and adjust services over a potential five-year engagement. This RFI is issued for market research and planning purposes only and does not constitute a formal solicitation; the Government will not reimburse vendor response costs. Interested vendors should review the draft Performance Work Statement to understand anticipated performance metrics, including 95 percent timely event execution, 98 percent documentation accuracy, zero recordable contractor-caused incidents, and zero unresolved inventory discrepancies.
Notice text
The Federal Bureau of Investigation (FBI), Finance and Facilities Division, is issuing this Request for Information (RFI) to identify qualified vendors capable of providing safe, compliant, and environmentally responsible destruction of narcotics evidence.
Federal agencies are experiencing a significant increase in the volume of seized narcotics requiring destruction, while traditional incineration capacity—particularly on the West Coast—has declined. These conditions create operational, safety, and logistical challenges associated with transporting and destroying controlled substances.
The Government is seeking information on innovative and scalable solutions for the destruction of controlled substances that meet the requirement for “non-retrievable” destruction in accordance with 21 CFR 1317.05. Vendors may propose a range of disposal methods, including but not limited to incineration (fixed or mobile), pyrolysis, chemical digestion, encapsulation, alkaline hydrolysis, or other emerging technologies.
The Government is particularly interested in solutions that:
- Reduce reliance on fixed incineration infrastructure
- Minimize transportation distances and associated risks
- Reduce personnel requirements for escorted and witnessed destruction
- Provide scalable capabilities for high-volume seizures
- Maintain safety for personnel, the public, and the environment
Vendors must demonstrate the capability to safely and legally handle and destroy all categories of controlled substances, including both illicit drugs and legally possessed pharmaceuticals, in compliance with applicable federal, state, and local regulations.
This RFI is issued for market research purposes only and does not constitute a solicitation. The Government is also seeking feedback on a draft Performance Work Statement (PWS) to inform potential future acquisition strategies.
Interested vendors are encouraged to review the full RFI document for detailed submission requirements and requested information.
