About this file

This is a Performance Work Statement (PWS) for Drug Evidence Destruction Services issued by the FBI Finance and Facilities Division, effective April 8, 2026. The FBI seeks a contractor to provide comprehensive narcotics evidence destruction services to address sustained growth in drug seizures and declining incineration capacity on the West Coast. The contractor must supply all labor, equipment, materials, transportation, documentation, and technical expertise necessary to safely and securely destroy narcotics evidence using FBI-approved non-retrievable methods. Services include receipt planning and scheduling, on-site or off-site destruction, handling of drug paraphernalia and contaminated waste, chain-of-custody support, witnessing, and complete regulatory and environmental documentation. Geographic coverage shall prioritize West Coast and western-region FBI field offices including Los Angeles, San Diego, San Francisco, El Paso, and Salt Lake City, with capability to expand to additional locations as directed.

The PWS establishes six primary tasks encompassing project kickoff and site assessment, mobilization and scheduling, execution of destruction services, residuals disposition, documentation and certification, and continuous improvement reporting. Approved destruction methods include incineration, pyrolysis, chemical digestion, alkaline hydrolysis, and other Government-authorized processes that render narcotics permanently non-retrievable and irreversible. The contractor must maintain complete traceability and positive control throughout all phases, comply with 21 CFR 1317.05 and applicable DEA, EPA, DOT, OSHA, and state/local regulations, and meet performance thresholds including 95 percent timely event execution, 98 percent documentation accuracy, zero recordable contractor-caused incidents, and zero unresolved inventory discrepancies. The anticipated contract term is one 12-month base period with four 12-month option periods. Key deliverables include a Project Management Plan, Technical Method Package, Site/Event Execution Plans, Certificates of Destruction, Incident Reports, and Monthly Status Reports.

FEDERAL BUREAU OF INVESTIGATION

FINANCE AND FACILITIES DIVISION | PROCUREMENT SECTION

Performance Work Statement (PWS) Drug Evidence Destruction Services

8 APRIL 2026

1. Background The FBI and other federal agencies are experiencing sustained growth in narcotics seizures while legacy West Coast incineration capacity has declined due to facility closures and limited disposal availability. Field offices must continue to store narcotics in secure vaults under strict ventilation, security, and evidentiary controls while awaiting lawful destruction.

2. Scope The Contractor shall provide all labor, supervision, management, equipment, materials, packaging, transportation support, documentation, regulatory support, and technical processes necessary to perform narcotics evidence destruction services in a manner that is safe, secure, auditable, environmentally responsible, and compliant with all applicable FBI requirements.

Receipt planning, scheduling, and mobilization for destruction events.

On-site or off-site destruction using FBI-approved methods that render narcotics non-retrievable.

Handling of associated drug paraphernalia, contaminated consumables, and other related waste streams when specifically authorized.

Chain-of-custody support, witnessing support, reconciliation, recordkeeping, and destruction certification.

Regulatory, environmental, and safety documentation required to perform services legally.

Contingency support for mobile, regional, or alternate destruction solutions where traditional incineration capacity is unavailable.

3. Objectives Reduce operational and public risk associated with long-term narcotics storage and long-distance transport.

Provide safe, reliable, and environmentally sound destruction capacity for FBI evidence.

Ensure destruction outcomes satisfy the non-retrievable standard and all approved policy requirements.

Improve scheduling responsiveness for field offices with limited vault capacity or urgent destruction backlogs.

Produce complete, defensible documentation supporting audit, inspection, and evidentiary accountability.

4. Applicable Documents and Authorities The Contractor shall comply with the latest versions of all laws, regulations, permits, standards, and policy documents identified by the Government at award or task order issuance. At a minimum, the following authorities are expected to apply:

21 CFR 1317.05 and 21 CFR 1300.05, or successor provisions governing non-retrievable destruction.

Applicable DEA, EPA, DOT, OSHA, state environmental, and local permitting requirements.

Current FBI evidence handling, witness, transport, security, and destruction policies.

Any FBI Criminal Division and Laboratory Division guidance issued to implement alternative disposal methods.

Site-specific security, badging, escort, and operational requirements for FBI or partner facilities.

5. Performance Requirements

5.1 General Service Requirements

Perform destruction only after Government authorization and only at approved sites or by approved mobile processes.

Use destruction processes that permanently alter the controlled substance, are irreversible, and prevent future distribution, retrieval, or practical extraction.

Maintain complete traceability from receipt through final destruction/disposal.

Provide sufficient trained personnel, equipment, and surge capacity to execute scheduled events without avoidable delay.

Protect personnel, the public, property, and the environment during all phases of performance.

5.2 Destruction Methods

Approved methods may include incineration and other Government-authorized non-retrievable methods such as pyrolysis, chemical digestion/adsorption, chemical solidification/encapsulation, alkaline hydrolysis, or other processes specifically approved in writing by the Government. The Contractor shall not substitute methods without prior written approval.

For each proposed method, the Contractor shall furnish a technical package describing the process, equipment, operating controls, emissions or waste profile, safety controls, final residual disposition, and rationale demonstrating that the method satisfies the non-retrievable standard.

5.3 Chain of Custody and Security

Maintain positive control of all material during handling, staging, processing, and final disposition.

Use tamper-evident practices and documented transfer points.

Support Government witness requirements and reconciliation procedures at each event.

Immediately report discrepancies, seal breaks, shortages, overages, spills, safety incidents, or suspected diversion.

5.4 Environmental, Health, and Safety

Prepare and follow activity hazard analyses, emergency procedures, spill response procedures, and exposure controls appropriate to the materials handled.

Comply with all permit conditions and waste-management requirements for process residuals.

Ensure personnel have required training, personal protective equipment, and medical or respiratory clearances where applicable.

Minimize emissions, secondary waste, and transport risk to the maximum extent practicable.

5.5 Geographic Coverage

The Contractor shall be capable of servicing FBI field offices identified by the Government. Initial emphasis is expected to include West Coast and western-region offices experiencing disposal constraints, such as Los Angeles, San Diego, San Francisco, El Paso, and Salt Lake City, as well as any additional locations identified during contract performance.
