About this file
This is a Request for Information (RFI) issued by the Federal Bureau of Investigation's Finance and Facilities Division to identify qualified vendors for drug evidence destruction services using non-retrievable disposal methods.
The FBI seeks end-to-end drug destruction services including transportation, secure handling, chain of custody management, witnessed destruction processes, and documentation of destruction. Services must comply with 21 CFR 1317.05 and render drugs permanently non-retrievable. Acceptable destruction methods include incineration (fixed or mobile), pyrolysis, chemical digestion or adsorption, chemical encapsulation/solidification, alkaline hydrolysis, and other innovative non-retrievable technologies. All methods must permanently alter the drug, be irreversible, and prevent future retrieval or reuse. The Government prioritizes solutions that reduce long-distance transportation, minimize personnel requirements for escort and witnessing, and address West Coast infrastructure limitations where traditional incineration capacity has declined. Vendors should provide information on company details, technical capabilities (destruction methods, throughput capacity, drug types supported, bulk handling ability), compliance and safety protocols, geographic coverage, security and chain of custody procedures, past performance with federal agencies, and optional rough order of magnitude pricing. The RFI also requests industry feedback on a draft Performance Work Statement, including feasibility comments, identification of restrictive provisions, and recommendations for innovative approaches. Responses should not exceed 10–15 pages and be submitted electronically in PDF or Word format with subject line "RFI Response – Drug Evidence Destruction" to Contracting Officer Melissa Golicz at mgolicz@fbi.gov. The anticipated acquisition strategy involves an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with estimated total capacity of $5 million, with single-award or multiple-award approaches under evaluation. This RFI is for planning purposes only and does not constitute a solicitation; the Government will not reimburse response costs.

REQUEST FOR INFORMATION
Drug Evidence Destruction Services (Non-Retrievable Disposal Methods)
NAICS: 562211 – Hazardous Waste Treatment and Disposal
PSC: F999 – Other Environmental Services
1. Purpose
This Request for Information (RFI) is issued to identify qualified vendors capable of providing safe, compliant, and environmentally responsible destruction of drugs and related evidence. This RFI supports market research to inform potential future contracting actions. For purposes of this RFI, “controlled substances” includes illicit drugs and legally possessed pharmaceuticals.
2. Background
Federal agencies are experiencing a significant increase in the volume of seized drugs requiring destruction. Traditional incineration capacity - particularly on the West Coast - has declined, creating operational, safety, and logistical challenges.
Current policy emphasizes destruction methods that render drugs "non-retrievable" in accordance with applicable federal regulations (e.g., 21 CFR 1317.05).
The Government is exploring alternative destruction methods beyond traditional incineration that meet regulatory, safety, and environmental standards.
The Government is specifically seeking solutions that reduce transportation distances, minimize personnel requirements for escorted and witnessed destruction, and mitigate safety, environmental, and cost risks associated with limited destruction infrastructure, particularly on the West Coast.
3. Scope of Interest
The Government seeks information on vendor capabilities to provide end-to-end drug destruction services, including but not limited to:
• Transportation (if applicable)
• Secure handling and chain of custody
• Witnessed destruction processes
• Documentation and certification of destruction
• Environmentally compliant disposal methods
4. Potential Disposal Methods of Interest
Vendors are encouraged to provide information on one or more of the following methods:
• Incineration (fixed or mobile)
• Pyrolysis
• Chemical digestion or adsorption
• Chemical encapsulation/solidification
• Alkaline hydrolysis
• Other innovative non-retrievable destruction technologies
At a minimum, all proposed destruction methods and processes must comply with 21 CFR
1317.05 and meet the definition of non-retrievable destruction.
All methods must:
• Permanently alter the drug
• Be irreversible
• Prevent future retrieval or reuse
5. Desired Outcomes
• Reduce need for long-distance transport
• Minimize personnel required for escort and witnessing
• Ensure full compliance with 21 CFR 1317.05
• Provide scalable solutions for high-volume seizures
• Maintain safety for personnel, public, and environment
6. Vendor Capability Information Requested
Interested vendors should provide the following:
6.1 Company Information
• Company name, address, and points of contact
• Business size and socio-economic status
• Relevant certifications and licenses
6.2 Technical Capability
• Description of destruction methods
• Throughput capacity (e.g., lbs/day or tons/month)
• Types of drugs supported (powder, pills, liquids, paraphernalia)
• Ability to handle bulk quantities
• Capability to safely and legally handle and destroy all categories of drugs, including both legally possessed pharmaceuticals and illicit drugs, in compliance with all applicable federal, state, and local regulations
6.3 Compliance and Safety
• Compliance with federal, state, and local regulations
• Environmental controls and emissions data
• Occupational safety protocols
6.4 Operational Capability
• Geographic coverage (especially West Coast)
• Mobile vs. fixed-site solutions
• Ability to support witnessed destruction requirements
• Typical turnaround times
6.5 Security and Chain of Custody
• Procedures for maintaining evidence integrity
• Documentation and tracking systems
6.6 Past Performance
• Relevant experience with federal, state, or local agencies
• Examples of similar projects
6.7 Pricing (Optional)
• Rough order of magnitude (ROM) pricing
• Pricing model (per pound, per event, etc.)
6.8 Feedback on Draft Performance Work Statement (PWS)
The Government is seeking industry feedback on the draft Performance Work Statement (PWS) associated with this requirement.
Respondents are encouraged to provide:
• Comments on the feasibility of requirements
• Identification of overly restrictive or unclear provisions
• Recommendations for improving performance-based outcomes
• Suggestions for innovative approaches or alternative solutions
• Feedback on industry standards and best practices
Vendors should clearly identify any assumptions, risks, or constraints associated with the draft PWS requirements.
7. Constraints and Considerations
Vendors shall describe how their proposed solutions address or mitigate the following constraints:
• Destruction may require multiple witnesses and law enforcement presence
• Facilities must meet strict security and ventilation requirements
• Transportation and storage risks must be minimized
8. Submission Instructions
Responses should be no more than 10–15 pages and submitted electronically in PDF or Word format.
Include "RFI Response – Drug Evidence Destruction" in the subject line.
Vendors are encouraged to organize responses in accordance with Section 6 of this RFI.
9. Questions
Vendors may submit questions to the Contracting Officer, Melissa Golicz, at email mgolicz@fbi.gov. All questions must be submitted in writing. No phone calls will be accepted.
10. Anticipated Acquisition Strategy
The Government is considering the use of an Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle to support this requirement. The anticipated total contract capacity is estimated to be between $5 million.
The Government is evaluating both single-award and multiple-award IDIQ approaches.
This information is provided for planning purposes only and is subject to change based on the results of market research.
11. Disclaimer
This RFI is for informational and planning purposes only and does not constitute a solicitation.
The Government will not reimburse any costs associated with responding to this RFI.
