About this opportunity

The United States Air Force, 319 CONS at Grand Forks Air Force Base, North Dakota is seeking capabilities packages from potential sources to supply drone parts components that comply with the Buy American Act and are compatible with one another for successful system construction and operation. Respondents must demonstrate that their products meet detailed specifications outlined in the 2026 Drone Parts Salient Characteristics document, which identifies nine critical components (including Flight Controller, Electronic Speed Controller, Video Transmitter, Radio Receiver, GPS, FPV Camera, Antennas, Remote Control Transmitter, and FPV Goggles) and ten non-critical components. Critical components must be listed on the Blue UAS Framework, though the government acknowledges that it is not feasible to source all components exclusively from Blue UAS-listed items and will accept alternative goggle systems provided they comply with NDAA requirements and are not manufactured by China or Russia. Firms should submit brief, concise capabilities packages electronically by April 2, 2026 at 4:00 PM Central Standard Time to one of three designated Air Force points of contact, with email subject lines reading "FA465926QZ005 - Drone Parts for Grand Forks AFB." This is a Sources Sought notice, not a formal solicitation, meaning responses are voluntary, not binding offers, and the government will not reimburse submission costs or individually notify respondents of assessment results.

No set-aside designation has been made at this time, though the government reserves the right to consider a small business set-aside based on responses received; the assigned NAICS code is 336411 (Aircraft Manufacturing) with a size standard of 1,500 employees. Respondents must indicate their company size relative to this standard and provide socio-economic status information (Small Business, 8(a), SDVO, or HUBZone), as well as disclose any foreign ownership or contemplated use of foreign national employees. All prospective contractors must be registered in the System for Award Management (SAM) database to be eligible for contract award. The pre-solicitation notice does not provide estimated contract values, specific quantities, or service timelines, as the decision to issue a formal solicitation and its structure will be determined solely at the government's discretion based on the capability statements received. The assessment of submitted capabilities packages will inform whether any subsequent solicitation will be conducted as full and open competition or as a small business set-aside.
