About this file
This document is a Questions and Answers (Q&A) file for federal contract opportunity FA465926QZ005 addressing drone parts and components requirements.
The government seeks commercial off-the-shelf (COTS) parts for use in custom drone builds rather than build-to-print manufacturing. While the government previously used Fat Shark Dominator HDO+ goggles, it is strategically transitioning to Blue UAS Framework-compliant equipment. Regarding goggle systems specifically, goggles are not currently listed on the Blue UAS parts list; however, alternative goggle systems are acceptable provided they comply with NDAA requirements and are not manufactured by China or Russia. When procuring a complete Blue UAS-listed drone system, the system's listing satisfies critical component requirements. Conversely, when sourcing individual parts separately, each part must independently comply with the Blue UAS parts list. The government has clarified that it is not feasible to fully build a drone exclusively from Blue UAS-listed components, establishing that compliance is required for critical components while acknowledging the practical necessity of sourcing some items outside the Blue list framework.

FA465926QZ005, Drone Parts Components Q&A
1. Does the government have a preferred or pre-approved FPV goggle system?
While the Fat Shark Dominator HDO+ goggles have effectively supported our operators' current requirements, a transition to a Blue Listed system is strategically necessary. This modernization will significantly enhance operator capabilities and ensure our equipment aligns with the highest standards of security and supply chain integrity.
2. Will the Blue UAS Framework listing requirement for goggles be waived, or is there an alternative compliance path?
Goggles are not listed on the Blue list. Other Goggles Systems are acceptable as long as they are NDAA, and not from China or Russia.
3. Is a complete system-level Blue UAS Cleared List listing sufficient to satisfy the critical component requirement for goggles?
No, there is no way to fully build a drone off of the blue list.
4. Is the government in need of manufacturers to build to print or is the government in need of market-ready commercial off-the-shelf parts?
The requirement is for COTS parts to be used in custom drone builds.
5. Does a Blue UAS listed complete system satisfy the critical component listing requirement for individual parts sourced from that system, or does each component require its own discrete Blue UAS listing?
If purchasing a complete drone system, the system's listing is sufficient. If sourcing individual parts, each part must comply with the Blue UAS parts list.
