Technical inquiries must be submitted through ProjNet using Bidder Inquiry Key IXRA6G-EF97F7, and quotes are due electronically by July 22, 2025 at 12:00 PM to Judy.M.Huell@usace.army.mil and Dustin.G.Cannada@usace.army.mil.

This procurement is designated as a 100% small business set-aside under NAICS code 532411 (Commercial Air, Rail, and Water Transportation Equipment Rental and Leasing) with a size standard of $45.5 million. The contract will be a firm-fixed price award with performance scheduled from September 8, 2025 to October 17, 2025, encompassing a 2-month initial rental period with an option for an additional month. The solicitation includes provisions for 1-2 weeks of equipment delivery and return time, and the contractor must provide a professional engineer-certified stability analysis for the barge configuration. Amendment 0001 extended the delivery lead time from 2 to 10 calendar days and added Option Line Item 0003 for the additional month rental. All equipment must be delivered to and returned from Columbia Lock and Dam in Louisiana, where the drilling operations will support geotechnical drilling and sampling activities around river structures.
