About this file

This document is a Solicitation Amendment for a Drilling Barge Rental contract for the U.S. Army Corps of Engineers, Vicksburg District. The amendment modifies the original solicitation (W912EE25QA020) for rental of sectional barges to support a core drilling operation at Columbia Lock and Dam. Key modifications include extending the response due date to 22 July 2025 at 12:00 PM, changing the begin delivery lead time from 2 to 10 calendar days, and adding an Option Line Item 0003 for an additional month of rental. The contract requires the contractor to provide four 30'x7.5' barge sections, two 15'x7.5' barge sections, two rake sections, spuds, spud wells, hydraulic spud winches, and a diesel hydraulic pumping unit.

The solicitation is a 100% small business set-aside with NAICS code 532411, using a firm-fixed price contract. The drilling operations are scheduled from 8 September to 17 October 2025, with 1-2 weeks designated for equipment delivery and return. The barges will support a drilling rig weighing 22,000 lbs and be used in water depths up to 35' with river currents of 3-4 mph. Evaluation will be based on a successful/unsuccessful capability assessment and lowest price, with all equipment to be delivered to and returned from Columbia Lock and Dam in Louisiana. The contractor must also provide a professional engineer-certified stability analysis for the barge configuration.
