This is a noncompetitive sole-source acquisition under FAR Part 12; the Government intends to negotiate with DRI International as the only reasonably available source, though the solicitation remains open to other qualified sources demonstrating capability to meet all material requirements.
Place of performance is remote delivery. The requirement comprises 25 units each of two courses: Government/Business Continuity Review (GCP 501, a 2-day refresher) and Government/Public Sector Continuity (GCLE 2000, a 4-day in-depth course). Fixed pricing is $28,687.50 per GCP 501 and $69,062.50 per GCLE 2000, inclusive of instruction and examination fees. The base performance period runs September 30, 2026, through September 29, 2027. Both courses are web-based with qualifying examinations accessible online; the vendor must ensure qualified instructors, uninterrupted platform access, timely certificate issuance, and examination administration. The NAICS code is 611430, Professional and Management Development Training; PSC is U009, Education/Training–General.
Quotations must be submitted electronically in PDF format (no more than 8 pages excluding pricing and certifications) to Marneice Bivins and Sieaun Marks. Evaluation is pass/fail across five factors: technical approach and understanding of requirement, personnel qualifications and experience, project management approach, past performance, and price. Offerors must submit an HHS Section 508 Accessibility Conformance Checklist or Accessibility Conformance Report demonstrating compliance with information and communication technology accessibility standards.
