About this opportunity

The U.S. Coast Guard is seeking contractors to perform maintenance dredging services at Coast Guard Station Jones Beach in Freeport, NY, specifically for the boat basin and entrance channel. This procurement falls under NAICS code 237990 for dredging and surface cleanup activities, requiring contractors to furnish all labor, materials, equipment, transportation, disposal, and supervision necessary for the project. The work must be completed using mechanical dredging methods only, as hydraulic dredging is not permitted, and contractors must construct temporary confined dewatering facilities for material processing before transporting dredged material to state-approved upland disposal sites. All in-water work must be completed within the permitted October 1 to December 31 dredge window, with the contract requiring completion within 115 calendar days after award. The solicitation had a bid due date of July 17, 2025, with questions due by July 3, 2025, and the abstract of offers was posted on July 17, 2025.

This procurement is designated as a 100% small business set-aside with an estimated contract value between $1,000,000 and $5,000,000. Four contractors submitted bids ranging from $2,505,220.00 to $3,458,912.00, with the lowest bid submitted by Galvin Bros & Madhue Contracting JV and the highest by Terry Contracting & Materials, Inc. The project involves dredging approximately 10,500 cubic yards of material to a depth of -8 mean lower low water with a 1-foot overdredge allowance. Performance and payment bonds are required for 100% of the total award amount, along with a 20% bid guarantee, and contractors must comply with Davis-Bacon Act wage requirements for the project location in Nassau County, New York. The work will be performed at the U.S. Coast Guard Station Jones Beach facility in Freeport, NY, with project management handled by the USCG Civil Engineering Unit in Providence, Rhode Island.
