About this file

This Standard Form 30 (SF-30) Amendment 0002 clarifies details for a U.S. Coast Guard dredging solicitation for multiple sites at the Coast Guard Sector Long Island Sound, Station Jones Beach in Freeport, NY. The amendment addresses multiple contractor questions, including bid due date confirmation (corrected to July 17, 2025), dredging methodology (mechanical dredging only, hydraulic dredging not permitted), and project-specific details about site conditions, material disposal, and contract requirements.

Key clarifications include: prevailing wage rates are required for truck drivers, with certified payrolls to be submitted to the government; existing site soils can be used for berm construction; live loads behind the bulkhead are limited to personnel and small equipment within 15 feet; no existing topographic data or historic borings will be provided; and offerors are responsible for locating their own upland disposal sites for dredge materials. The solicitation is for a comprehensive dredging project requiring furnishing all labor, materials, equipment, transportation, and supervision for maintenance dredging of the boat basin and entrance channel.

Amendment 0002 (Continued) July 10, 2025

Q4. I saw the “DREDGE MULTIPLE SITES AT U.S. COAST GUARD SECTOR LONG ISLAND SOUND, STATION JONES BEACH, FREEPORT, NY” listed on SAM.gov, due on 07-15-2025, and wanted to offer estimating support.

A4. In accordance with the IFB on SAM.gov, we are seeking for a contractor to perform the work listed in the Specification, not just for estimating services. You are welcome to submit a bid for the entire requirement if you are interested.

Q5. Can the material be hydraulically dredged and pumped into geotubes in the dewatering area? This will allow for a cleaner transport of the dredged materials and also allow for a cleaner dewatering operation because the geotubes will filter out all the fines.

A5. Mechanical dredging is required for this contract in accordance with the plans and specifications. Hydraulic dredging is not permitted.

Q6. Can you please provide existing grades of the CDF areas at Jones Beach? These are important to understand the earthwork and restoration that will be needed to allow the water to drain from the dredge material effectively.

A6. Existing topographic data of the CDF areas is not available.

Q7. Can you please provide any new or historic borings of the areas that are to be dredged.

A7. The historic sediment sampling and testing reports for material previously dredged at the project site is attached (Attachment 1 – STA Jones Beach (Previous Dredge Cycle). This data is provided for information only and may not be indicative of the material to be encountered for this dredge cycle.

Q8. In reference to the Jones Beach and Shinnecock coast guard station dredging solicitations, can you please advise on where the material was sent to for upland disposal during the previous contracts? This would be very beneficial to allow contractors to obtain information regarding disposal options and costs. Otherwise, contractors would be forced to assume worst case conditions and significantly increase their bids.

A8. No. It is the responsibility of the offerors to locate upland disposal sites for dredge materials.

Q9. Is the USCG requiring certified payroll to be submitted for the prime contractor? Is the USCG requiring certified payroll to be submitted for subcontractors?

A9. Yes, the subcontractor(s) must submit certified payrolls to the Prime contractor, and in turn, the Prime contractor must submit certified payrolls to the Government COR and Inspector with a copy to the Contracting Officer and Contract Specialist.

Amendment 0002 (Continued) July 10, 2025

Q10. Given that the CDF is located on the federal property, is prevailing wage required for materials import and export trucks including for dredge sediment disposal that enter and are loaded within the property limits? If so, please provide applicable wage determination and specify if certified payroll is required.

A10. Prevailing wage rates are required. Attachment 2 for Construction Wage Determination has been added to the solicitation which includes the prevailing wage rates for truck drivers. All prevailing wage rates require certified payrolls which need to be submitted to the Inspector and COR with a copy to the Contracting Officer and Contract Specialist.

Q11. Can USCG specify a weight capacity along the bulkhead at the barge unloading area? Or is there any structural information available regarding the bulkhead at the barge unloading location that can be provided to help determine potential weight limitations?

A11. Live loads behind the bulkhead are limited to personnel and small equipment only for a distance of 15’ behind the bulkhead.

Q12. May the contractor assume that the CDF can be constructed in part by regrading and utilizing the existing soils (beneath the 6” of topsoil to be stripped and stockpiled) on site for berm construction as needed? Or will import materials be required for this?

A12. The use of existing site soils for the construction of the berm is acceptable. Please note that the CDF is specified to be restored to its previous condition following construction.
