About this opportunity

The U.S. Army Corps of Engineers, Omaha District, is soliciting proposals for the replacement of draft tube bulkhead seals at Fort Randall Dam in South Dakota. The procurement includes supplying nine complete rubber seal assemblies, eighteen side seal retaining bars, thirty-two leaf springs, and approximately four hundred three brass countersunk bolt assemblies in various configurations. This is a supplies contract classified under NAICS code 339991 (Gasket, Packing, and Sealing Device Manufacturing), and the contractor must commence work upon contract award and complete delivery within one hundred ninety calendar days, subject to modification. The solicitation was posted on November 14, 2025, with Amendment 0002 extending the proposal due date to December 9, 2025, at 2:00 PM. Key technical specifications include requirements for fluorocarbon film coating on rubber seals, specific multi-layer vinyl paint systems for retainer bars, and adherence to detailed engineering drawings provided by the government. The evaluation approach will assess contractor capability to meet these technical specifications and delivery timelines, though specific scoring criteria are not detailed in the available documentation.

This contract opportunity is designated as a Total Small Business set-aside, limiting competition to firms meeting Small Business Administration size standards of six hundred employees or fewer within the Gasket, Packing, and Sealing Device Manufacturing industry. No incumbent contractor information is provided in the available solicitation documents. The total contract value is not disclosed in the posted materials, though the scope encompasses substantial quantities of specialized sealing components for eight legacy draft tube bulkheads originally fabricated in 1949. The project supports an ongoing unit rehabilitation initiative at Fort Randall Dam, with the next unit scheduled to be dewatered in October 2026, establishing the urgency for timely seal replacement. Performance and delivery will occur at Fort Randall Dam, located in Pickstown, South Dakota, on the Missouri River, with all materials and components required to be delivered to the United States Army Corps of Engineers at that facility.
