About this opportunity
The Department of the Treasury Departmental Offices has issued a Special Notice seeking industry feedback on a draft solicitation for state-of-the-art Artificial Intelligence (AI) tools. Specifically, the agency is interested in AI-powered coding assistant tools and AI-based chat tools that can be delivered as a shared service across the Department and its bureaus. The draft solicitation is not an official request for proposals but rather a mechanism to gather vendor input and refine future procurement strategies. The opportunity is structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) multiple-award contract with a five-year performance period from July 2025 to June 2030. The notice is set aside exclusively for small businesses within the Software Publishers NAICS category.
The primary objective of this Special Notice is to solicit vendor comments, feedback, and questions regarding the proposed methodology for procuring advanced AI tools for Treasury's technological infrastructure. Contractors interested in providing input must submit their comments to Ricky Callahan at Ricky.L.Callahanjr@irs.gov by May 29, 2025, with the understanding that the government will not directly respond to submissions but will use the feedback to improve future solicitations. Eligible contractors must be small businesses capable of providing AI tools comparable to GitHub Copilot, AWS CodeWhisperer, and ChatGPT, with capabilities including multi-language code generation, automated code reviews, and technical troubleshooting. The anticipated contract will award 3-5 contracts, with tools requiring FedRAMP authorization, compliance with federal AI governance standards, and the ability to operate within U.S.-based cloud environments. Vendors must demonstrate technical capabilities across multiple criteria, including context understanding, model performance, security features, and integration capabilities.
