About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston is seeking proposals for a National Capital Region (NCR) Multiple Award Task Order Contract (MATOC) to provide facility sustainment, restoration, and modernization (SRM) services across seven Army installations including Aberdeen Proving Ground, Fort Belvoir, Fort Detrick, Fort George G. Meade, Fort A.P. Hill, Joint Base Myer-Henderson Hall, and Arlington National Cemetery. Services encompass renovation, repairs, and minor construction work on diverse facility types including barracks, administrative buildings, maintenance shops, utilities, and specialized structures. The contract will be evaluated using a Best Value Lowest Price Technically Acceptable source selection methodology under FAR Part 15, with proposals assessed across three factors: Technical Capability Approach (management, staffing, and seed project execution), Past Performance (requiring 3-5 government contracts valued at $500,000 or greater within the past seven years), and Cost/Price based on firm-fixed pricing for the seed project. All proposals must be submitted through the Procurement Integrated Enterprise Environment (PIEE) with industry questions and comments due by February 25, 2026 at 2:00 p.m. CT, and the final RFP is anticipated to be released on or around February 27, 2026 with proposals due on or around April 10, 2026.
This solicitation is designated as a total Small Business Set-Aside under NAICS Code 236210 (Industrial Building Construction) with a $45 million size standard, and the Government intends to award up to thirteen (13) fixed-price, indefinite-delivery/indefinite-quantity MATOCs to promote competition at the task order level. The contract will run for a five-year base ordering period from July 30, 2026 through July 29, 2031, with two optional one-year extension periods, for a total potential performance period of seven years. Offerors must maintain certified Small Business status throughout the proposal and performance periods with active System for Award Management (SAM) registration and valid CAGE codes. The minimum contract guarantee is $5,000 for the five-year ordering period only, and key personnel requirements include a Project Manager with a bachelor's degree and 10+ years of experience, a Quality Control Manager with an associate's degree and 5+ years of specialized inspection experience, and a Project Superintendent with an associate's degree and 5+ years of construction experience. All fully burdened labor rates proposed in the rate sheet will become ceiling rates for all task orders under the contract, and proposals must include detailed cost documentation, resumes for key personnel, and completed past performance questionnaires from government references.
