About this file

This document is a Request for Proposal (RFP) instruction section outlining proposal preparation requirements for a Multiple Award Task Order Contract (MATOC) solicitation for facility sustainment, restoration, and modernization services. The Government intends to award up to thirteen (13) MATOCs to support seven (7) Army installations within or near the National Capital Region. The solicitation is designated as a total Small Business Set-Aside and will utilize Best Value Lowest Price Technically Acceptable source selection procedures under FAR Part 15. Proposals must be submitted exclusively through the Procurement Integrated Enterprise Environment (PIEE) at https://piee.eb.mil/ by the deadline specified in the RFP, with questions due by 06MAR2026 at 10:00 am CT. Offerors must maintain certified Small Business status with active System for Award Management (SAM) registration and a valid CAGE Code from proposal submission through contract performance.

Proposals must be submitted in three separate volumes with specific page limitations: Volume I (Technical Capability Approach) limited to 75 pages covering management, staffing, and a Seed Project approach; Volume II (Past Performance) limited to 35 pages requiring 3-5 Government contracts valued at $500,000 or greater within the past seven years; and Volume III (Cost/Price) with no page limitation requiring completion of rate sheets and firm-fixed pricing for the Seed Project using provided templates. All proposals must be unclassified, submitted in English and U.S. dollars, follow specified formatting requirements (1-inch margins, 12-point Arial or Times New Roman font), and include Past Performance Questionnaires completed by Government references. The fully burdened labor rates proposed in the rate sheet will become ceiling rates for all task orders. Proposals must include resumes for key personnel and detailed cost/price information in Microsoft Excel or Word format with complete basis of estimate documentation. Price reasonableness will be evaluated using price analysis under FAR 15.404-1, and the Government reserves the right to request certified cost or pricing data if fewer than two offers are received.

L.1 Information to Offerors and Instructions for Proposal Preparation

L.1.1 These instructions are a guide for preparing a proposal. These instructions describe the type and extent of information required and emphasize the significant areas to be addressed in the proposal. Review the Statement of Work (SOW) dated 26SEP2025 contained in this Request for Proposal (RFP) for further insight into the areas that must be addressed within the proposal. Include detailed information sufficient to enable the Government evaluators to conduct a meaningful review and make a determination relative to the Offeror’s understanding of the requirements in each of the evaluated areas. The Government intends to award up to thirteen (13) Multiple Award Task Order Contracts (MATOCs).

L.1.2 This RFP is being solicited as a total Small Business Set-Aside (SBSA). The Government will conduct evaluations using Best Value Lowest Price Technically Acceptable (LPTA) Source Selection procedures following Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation, and Section M, Basis for Award, of this RFP in considering each Offeror’s response to the solicitation. The Government is not obligated to determine a competitive range, conduct discussions with all Offerors, or solicit final revised proposals. The Government reserves the right to conduct discussions, when necessary, with all Offerors identified within the competitive range. It is the Offeror’s responsibility to provide current, complete, and accurate information in the proposal as required by this RFP (including amendments, attachments, and exhibits). The proposal shall not simply rephrase or restate the Government’s requirements but rather shall provide convincing rationale to address how the Offeror intends to meet the requirements. Offerors shall assume the Government has no prior knowledge of their organization and experience and will base its evaluation on the information presented in the Offeror’s proposal. The Government will consider an Offeror’s noncompliance with the proposal instructions, to include incomplete proposals, to be indicative of the type of conduct that it may expect from the Offeror during contract performance which may result in the Offeror’s proposal being rejected and no longer considered for award. The Government reserves the right to conduct discussions and to permit Offeror to revise their proposals, if deemed necessary by the Contracting Officer (KO). The Government reserves the right not to conduct discussions.

L.1.4 The Offeror’s proposal must be executed and signed by a representative of the Offeror authorized to commit the Offeror to contractual obligations. Offerors shall
