About this opportunity

This draft pre-solicitation notice provides advance notification that U.S. Customs and Border Protection intends to solicit offers for medical services contracts in support of its Hiring Center and National Programs Division's Medical and Fitness Branch. The services will include pre-employment candidate medical examinations, fitness tests, and drug testing, as well as post-employment employee examinations, fitness for duty evaluations, return to work clearances, and medical documentation review. Evaluation criteria will consider functionality, reliability, customer support, quality, responsiveness, adherence to schedule, and price. The agency has provided a draft statement of work, price proposal template, past performance questionnaire, and security documents as attachments in order to gather industry feedback, though no formal solicitation details or dates are specified.

The requirement is not set aside for small businesses. Relevant NAICS codes include 621111 and 621498, while the primary PSC code is R499. Services will be required across multiple locations, as indicated by the historical duty station list attachment. As this is a draft pre-solicitation notice only, no budget range, quantity details, or incumbent contractor information has been released. The agency intends to consider feedback as it develops plans for a potential future solicitation.

Notice text

The Government is releasing this Draft Solicitation as a courtesy and a synopsis to interested offerors. This Draft Solicitation is in relation to a potential future requirement that U.S. Customs and Border Protection (CBP) is preparing to release a solicitation for Medical Services. CBP has already released the following two Requests for Information (RFI) for this potential requirement, on April 12, 2019:

CBP-HRM-RFI-Pre-Employment-Medical-Services
CBP-HRM-RFI-Post-Employment-Medical-Services

Additionally, CBP Released the Draft Statement of Work (Notice ID 20117319) on July 24, 2020.

As a Federal law enforcement agency, U.S. Customs and Border Protection (CBP) is responsible for ensuring that certain personnel are fully qualified to safely and effectively perform the essential job duties without undue risk or hazard to self or public.  This involves, but is not limited to, developing and the implementation of the Office of Personnel Management approved job-related medical standards, facilitating medical examinations and consultations, and managing and implementing the Federal Drug-Free Workplace Program to deter illegal drug use.

This draft solicitation is for medical services to support two program offices within CBP’s Office of Human Resources Management (HRM), namely, National Programs Division’s (NPD) Medical and Fitness Branch (MFB) and CBP Hiring Center (CBP HC).

CBP Hiring Center (CBP HC) is located in Bloomington, MN, and for the purposes of this draft solicitation, is responsible for the coordination of the pre-employment candidate medical examinations and fitness tests for positions with medical standards and physical requirements, and for the scheduling of specimen collection services for the drug testing of candidates selected to occupy safety sensitive positions.

NPD’s Medical and Fitness Branch is responsible for the following medical service programs:  Employee Examinations and Consultations
Fitness for Duty Evaluations (FFDE)
Return to Work (Non – Workers’ Compensation Cases)
Medical Documentation Review
Medical Consultation for Clinical Opinion
Medical and Physical Requirements
Federal Drug-Free Workplace Program

This Draft Solicitation does not constitute a Request for Proposal (RFP), Request for Quotation (RFQ) Invitation for Bids (IFB) or a promise to issue an RFP or formal acquisition in the future. This presolicitation notice of the Draft SOW does not commit the Government to contract for any supply or service whatsoever nor does it intend to award a contract on the basis of this presolicitation notice.

The Draft Solicitation includes the following Attachments:
Attachment 1                                 Statement of Work (SOW)
Attachment 2                                 Small Business Utilization Plan Form
Attachment 3                                 Historical Duty Locations
Attachment 4                                 CBP Medical Services Price Proposal Template
Attachment 5                                 Past Performance Questionnaire
Attachment 6                                 Security Documents

The Government also wants to address the length of the SOW. Please note that the SOW is broken into two separate programs: Pre-Employment and Post-Employment. Many of the requirements are restated or very similar for each program, which has resulted in the lengthier SOW document.

The Government is working diligently on a potential solicitation, but is not providing details of the potential solicitation release at this time.
